This post is restricted to permanent and temporary employees of South Gloucestershire Council.

This is a part-time limited term contract for 12 months, or the duration of maternity leave.

As a Senior Planning Officer you will be part of the team which has responsibility preparing the Council’s new Local Plan (2018 to 2036) the refresh of our Community Infrastructure Levy, as well helping to bring forward the West of England Joint Spatial Plan.
This is a highly rewarding role in terms of the contribution you will make towards influencing the strategy and policies that will shape and enable the delivery of sustainable communities across South Gloucestershire.

Main Work Tasks
We are interested in all candidates who have direct experience and knowledge, or transferable skills in any of the following;

1. Developing Local Plan policy and associated evidence for some or all of the following topics and areas;
• Climate Change and related policies, Strategic Transport Policy/Transport Safeguarding, Nuclear Development, Gypsy Traveller and Travelling Show People.

2. Local Plan preparation with the experience and ability to work on one or more of the following work areas;
• Preparation of local plan Sustainability Appraisal and Habitat Regulation Assessments,
• Development of policy and evidence relating to employment land uses and employment needs, including joint working with other council teams to analyse job growth change/ future employment growth in the district.
• Site Assessments - Undertaking a Housing and Economic Land Availability Assessment (HELAA) and progressing deliverable and developable sites as allocations within consultation drafts of a Local plan, at formal submission and Examination in Public stages of plan making,
• Developing planning policy and strategy for plan-led regeneration and development within either; Urban, Suburban, and/or Rural areas
• Preparing an Infrastructure Delivery Plan for a Local Plan.

3. Reviewing growth locations, sites promoted by landowners & developers and helping to support preparing the council’s case ahead of examination in public, for the Joint Spatial Plan (JSP).

General Duties

- Formulate planning policy and prepare supporting research, information and evidence in a timely and efficient way.
- Progress development of planning policy through consultation/engagement, joint working and negotiation with Council officers, Members, other teams, sections, departments and external agencies including developers and the general public in order to secure compliance with legislative requirements and Council objectives and policy.
- Working in multi-disciplinary project teams to develop policy frameworks and feed into preparation of masterplans for major new developments
- Provide complex planning policy advice for development control purposes to implement the Council’s current and emerging Local Plan policies, taking account of relevant national planning policy and legislation.
- Project manage specific areas of policy work, including project management of outside consultants and commissioning of consultants.
- Be articulate and able to effectively convey ideas and concepts to a wider audience, and demonstrate an understanding of planning policy as part of the delivery process.
- Represent the Council on external partnerships ensuring that the position of the Council is fully reflected and that the outcomes and decisions are in the best interests of the Council.
- Be a senior advisor to the Council on legislation and practice relating to work under his/her control so that the Council can make informed decisions on planning and related matters.
- Act as an expert witness at hearings, public examinations and at court proceedings.
- Contribute to the formulation of service objectives and priorities identifying any improvements to service delivery, recommend changes to the SPPSA Team Manager and promote the services delivered by the team.
- Plan and deliver the effective use of financial resources and achievement of best value in relation to the post holder’s budget including the management of that budget and participating in the formulation and management of the overall budget for the team.

Selection Criteria

Essential

1. You will have a relevant professional or equivalent degree level qualification in town planning.
2. You will be able to demonstrate knowledge, experience and/or ability relating to planning policy formulation, development and relevant legislation and practice relating to plan making.
3. Experience and/or ability to lead and work on a selection of the main work tasks, set out in this job summary.
4. Ability to complete to a high standard the general duties set out in this job summary.
5. You will have experience of preparing for and providing evidence at Examination/ Inquiry.
6. Full membership of the Royal Town Planning Institute or demonstrate ability to achieve full membership status.
7. You will have good persuasion and influencing skills and demonstrate good creative and logical problem solving ability.
8. You will have experience of planning work activities within general professional guidelines and/or Council’s policies.
9. You will be able to work under pressure and determine your own priorities in dealing with competing workloads in order to meet strict deadlines.
10. You will demonstrate a proven ability to manage and lead on work tasks.
11. Good verbal, written and interpersonal communication skills, with an ability to explain technical information to non-technical audiences.
12. Current Driving License

13. You will demonstrate knowledge in the use of appropriate software packages including in house systems such as GIS.
14. Experience of motivating staff to achieve organisational objectives and successful technical outcomes.

About the team.
The Strategic Planning Policy and Specialist Advice Team is responsible for formulating planning policy and for planning policy advice to support the council’s strategic planning functions. As a single team we are responsible for the preparation of the Council’s Local Plan with supporting research and evidence and the portfolio of documents in the Local Plan Delivery Programme and for providing planning policy and environmental specialist advice to development control, other users of the planning service and other parts of the Council. Areas of responsibility include specialist ecology advice, listed building advice, conservation, archaeology, urban design and landscape advice.

The post holder may be required to attend Council meetings which are relevant to their role.
