Summary of Post

This post is based within the Technical Support Team which provide efficient and high quality administrative support to the Councils’ Trading Standards & Licensing Service.

The post sits within a busy team which supports the South Gloucestershire Licensing and Trading Standards service. This includes processing and issuing a full range of licences, consents and permissions including but not limited to, Alcohol Licensing, Street Trading, Animal Health, Storage of Explosives, Charity Collections and in particular the significant number of Applications for Taxi Licensing.

This post is full time, limited term contract until 31 March 2020

Main Duties
To receive, process and issue licences, consents and permissions to customers across South Gloucestershire, this may include fee calculation, collection of personal information data and undertaking of consultations with responsible authorities and third parties.

Give advice to customers of licence application requirements including whether they meet set criteria and/or exemptions following Policy Regulations, legislation and established procedures, ensuring good customer care and quality of Licence submissions.

Prepare and oversee Taxi Driver knowledge tests.

Extract management information as required to assist in the production of performance information, statutory returns and a variety of reports.

Use a variety of back office systems, including data base, GIS, Document Management System and Microsoft Office,

Support the full range of the democratic decision making processes, including supporting licensing officer in their preparation of reports and discharge of committee resolutions from the Licensing Sub-Committee.

Meet statutory and service targets and be responsible for own personal workload and time management to ensure efficient service delivery

The post holder will provide input and support in relation to some projects, as requested by the line manager.

Full in house training will be given.

Selection Criteria

To enable us to shortlist in a fair and unbiased way it is absolutely vital that you provide us with sufficient information with clear examples to demonstrate how you meet or exceed the essential criteria outlined in the vacancy description. Please include this information in the knowledge, skills and experience section of the application form.


Minimum of 5 GCSE level grade C and above including Maths and English and relevant NVQ level 3 (or equivalent) and/or be able to demonstrate equivalent level of skills.

Significant relevant administrative and/or technical experience in one of the service area disciplines or a similar discipline.

Demonstrate and give examples of a commitment to excellent customer care with high standards for service delivery.

Possess a high standard of communication skills, including interpersonal, written and verbal.

Demonstrate an ability to interpret, understand and work within a statutory framework, legislation and/or Council policy.

Ability to prioritise, meet targets and take responsibility for personal workload, with the ability to deal effectively with a range of potentially challenging situations.

Adopts a flexible approach to working that will include effective cross team working, working on own initiative and demonstrate ability in contributing to and influencing the success of a team.

Experience in the use of Microsoft Office, including Word and Excel, back office systems, web and internet based applications.

High level of accuracy and numeracy.

Exemplify the Council’s values and behaviours.


Previous experience of working within a busy public facing service or industry.

Additional Information

This post is primarily office-based, although there may be occasions where the duties of the post require you to travel locally on Council business.

Please note, despite the title of this role it is not an IT Support Role, it is a professional administration role within a very busy public facing team which includes the processing of licensing applications from the Public, Licensees and Business.
