Summary of Post

This is an exciting new role within the Council responsible for proactively delivering the Council’s major and strategic growth sites. The post will sit with the Strategic Major Sites Team, in ECS which is a multi-disciplinary team responsible for the delivery of the Council’s major development sites.

The role has 2 objectives firstly, to bring a systematic approach to the monitoring and implementation of the Council’s major development sites through regular site visits to monitor all aspects of the implementation of the planning permission, and associated conditions. In doing so the post holder will be required to build relationships with key stakeholders and internal/external specialist officers and to ensure sites are implemented in accordance with the approved plans/conditions, and where necessary the post holder will be the Council’s lead contact for complaints regarding major sites and to liaise closely with the council’s planning enforcement service to achieve effective management of this caseload, including advising the planning enforcement service on the expediency of taking formal planning enforcement action against evidenced breaches of planning control to support the planning enforcement function in the operation of their formal processes.

Secondly the postholder will become the Council’s lead officer for establishing/attending and/or advising steering/liaison/local councillor/Councillor and resident groups as appropriate. This role will also include becoming the lead officer and/or assist as appropriate the organisation and reporting of public consultation events during the planning and implementation of the Council’s major development sites.

Main Duties

1) Give technical advice and guidance, support and training to colleagues to ensure that performance objectives are achieved, team work is effective, colleagues are supported the team is technically capable and technical work is carried out satisfactorily.

2) If relevant: allocate and check the work of colleagues in same service areas.

3) Where relevant organise and control the work and budget of teams in specialist areas, to achieve Council targets and standards and to co-ordinate the contribution of expertise.

4) Develop innovative solutions to technical issues ensuring that appropriate solutions are proposed and successfully implemented. Consult on issues with wider implications whilst adhering to service regulations and codes of practice.

5) Influence and input to the preparation of plans and budgets for services, taking account of external developments and priorities. Ensure that work is completed to set time scales.

6) Contribute to the development of and implement and monitor policies and procedures in own specialist areas ensuring they are up to date, relevant and useful. Interpret the latest legislation, regulations and codes of practice and ensure they are applied consistently.

7) Provide expert advice to customers and partners on major issues in own specialist areas. Ensuring that effective customer relationships are established and maintained, advice is prompt and useful and the Council is aware of implications, risks and benefits.

8) Preparation and presentation of reports ensuring that they are completed on time and meet Council guidelines. Ensure a clear summary of issues and implications is produced. Represent the Council’s and advocate the Council’s interest.

9) Contribute to identifying and securing adequate resources to support service projects.

10) Be the Council’s expert witness as and when required

Selection Criteria

1. Educated to degree level or equivalent in Town & Country Planning or a related subject.
2. Member of the RTPI or working towards RTPI or other professional qualification as appropriate.
3. Experience in similar role and/or project research or related fields
4. Good standard of IT literacy in relevant applications/systems.
5. In depth knowledge of legislation and current issues facing housing delivery.
6. Excellent and well-developed communication, presentation and negotiation skills.
7. The ability to avoid and diffuse difficult situations by using tact and diplomacy.
8. Current driving licence
9. Exemplify the Council’s values and behaviours


1. You will hold an additional relevant professional/technical qualification.
2. Knowledge of enforcement processes and procedures

Additional Information

Use of a vehicle

If the nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.
