Housing Delivery Officer

Summary of Post

The Council is taking a more proactive role in driving and accelerating the delivery of housing of all tenures in South Gloucestershire. This is an exciting opportunity to help shape this ambition as part of the new role within the Strategic Housing Enabling team.

As Housing Delivery Officer, you will work with a range of internal and external partners (including other public sector organisations, land owners, developers and housing associations) under the supervision of the Housing Delivery Manager to optimise housing delivery. This will involve addressing the barriers that are preventing new homes from being built and identifying and progressing options to enhance and increase delivery. This will include strategic-level solutions and individual scheme-based interventions and will require adapting your approach to suit a range of different circumstances in order to achieve results.

The post holder will contribute to the delivery of work streams in the Housing Delivery Plan and or Housing Strategy, including supporting bids for funding that will result in accelerating or increasing housing delivery and ensuring that the Council is ‘bid-ready’ by taking a proactive approach to working up potential schemes.

This post is a limited term contract ending 31st July 2020.

Main Duties

To support the Housing Delivery Manager to accelerate housing delivery including work on:

Site acceleration – e.g. West of England Combined Authority and/or Homes England funded activity, joint ventures, CPOs, working through stalled sites for bespoke solutions
Site assembly and opportunities for intensification
Active intervention on opportunity sites
Ensuring the Council takes a proactive approach and is ‘bid-ready’ for funding opportunities
Progressing the establishment of the Housing Company (if approved)
Regeneration opportunities

Provide sound expertise, advice and information to a range of customers (councillors, senior managers, other departments etc.) throughout the Council and research and analyse opportunities for innovation and to establish new efficient and effective ways of working ensuring that council activity is lawful.

Support the Housing Delivery Manager in areas relating to service delivery either as an individual or as part of a team so that planned objectives are met and reports and statutory returns are completed in a timely, accurate way. Ensure changes in policy and working practices are communicated so that customers receive prompt, accurate policy updates and risk registers are maintained.

Contribute to developments within the Council’s strategies in the area of expertise, with a focus on collaborative working and embedding transformational change.

To support delivery of training and information sessions to a broad range of customers and partners from all sectors in order to enhance their understanding of your area of expertise.

Work closely with suppliers and partners to support projects ensuring that business needs, service standards and budget requirements are met and that strong standards of working relationships are established and developed at all levels.

Maintain high quality and consistent services to customers. Ensure queries, (queries, information requests, complaints, issues, incidents) are effectively managed and Learning from queries is embedded. Ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact with the customer.

Manage, review and resolve any issues relating to budgets/financial information/resources so that agreed targets are met, reports are prepared and delivered, there is an efficient use of Council resources, data is managed effectively and corrective action is taken when necessary and value for money is maximised.

Selection Criteria

Essential

Degree or equivalent specialist qualification and/or equivalent experience within a specialist field such as Planning, Housing or Land/ Property Management.

Good working knowledge of the relevant Housing and Planning legislation, housing association development finance and regulatory framework for the provision of the service.

Substantial experience of successfully negotiating and managing complex projects to timescales demonstrating excellent customer service.

Demonstrate ability to analyse and problem solve complex projects, influence customers and make appropriate decisions in a timely manner.

Excellent communication, negotiation and time management skills with ability to work flexibly and build and maintain good customer relationships.

Good literacy, analytical, numeracy and reasoning skills.

Experience of monitoring and reporting on project costs and budgets.

Good level of general IT skills and the ability to use appropriate specialist software.

Exemplifying the Council's values and behaviours.

Desirable

Experience of staff management and/or supervision.

Use of a vehicle
If the nature of the duties require you to travel on Council business on a regular basis, you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Salary: £31,401 - £34,106

Hours: 37 hours
