Summary of Post

An exciting opportunity has arisen to assist the Councillor Development Officer in providing support to Councillors during the 2019 Councillor Induction programme.

The post holder will be expected to provide a high level of initiative ensuring that consistent high quality support is provided at all times. In addition to carrying out a range of administrative tasks that supports the overall training and development of councillors, the post holder will provide IT coaching and learning for councillors, e.g. one to one or in small groups.

The post holder will assist the Councillor Development Officer in the planning and design of training activities, including the development of on-line and video-based training.

The post holder will act as a liaison with councillors surrounding their use of systems. This will require good communication skills (including the ability to communicate clearly and understand issues as explained by councillors with limited or no systems knowledge).

Main Duties

Councillor Development Support Officer key responsibilities include:

A phone ‘helpdesk’ that responds to concerns and assists Councillors to solve business process/system-related problems they encounter,

Co-ordinating and booking training/key briefings on a variety of subjects taking into consideration current Councillor diary commitments to ensure they do not clash (such as Full Council).

Delivery of structured workshops to refresh and update Councillors,

1-to-1 sessions with councillors who are looking to get the most from their working practices especially in terms of information management and recording.

Extracting statistics and management information as well as running reports on databases as required to assist in the production of information for members.

Monitoring the underlying IT skill sets among councillors to identify any underlying gaps in skills or knowledge (e.g. in basic IT competencies) that need to be addressed, and delivering appropriate training to address those needs.

Advising and coaching councillors, some of whom may not be very IT literate, on changes being made, in the use of new processes and systems (in particular using Microsoft Office packages), to boost their confidence and competence.

Completing various administrative tasks with councillors to assist them in fulfilling their roles to the best of their abilities.

Selection Criteria

• The post holder will have an NVQ3 or 3 GCSE’s grades C (including English and Maths) or above or equivalent qualification or equivalent relevant experience.
• Recent relevant experience in using information / electronic management systems and computers in the workplace. This must include the use of software packages, word processing, spreadsheets, email and the internet, and good keyboard skills.

• Able to demonstrate experience and an aptitude for training and supporting others, formally or informally, in the use of Information systems.

• Excellent verbal and written communication skills with the ability to communicate effectively with individuals with limited or no systems knowledge; and collate and communicate information in verbal and written formats, producing accurate error free work.
• The post holder will be flexible and resilient with excellent attention to detail, organisational skills and the ability to work on own initiative to tight deadlines and manage multiple priorities.
• Demonstrate a commitment to excellent customer care with high standards for service delivery.
• Exemplifying the Council's values and behaviours.


• Experience of designing and working with e-learning resources.

Additional Information

Use of a vehicle

If the nature of the duties require you to travel on Council business on a regular basis, you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.
