Summary of Post

Under the general supervision of the Housing Advice and Options Team Manager, you will provide advice and assistance to customers seeking a home in South Gloucestershire. You will carry out a housing options assessment with households in housing need and any representatives and/or agencies involved with them in order that there is full awareness of needs, preferences and options.

The post holder will contribute to the delivery of work streams in the Housing Delivery Plan and or Housing Strategy, including supporting bids for funding that will result in accelerating or increasing housing delivery and ensuring that the Council is ‘bid-ready’ by taking a proactive approach to working up potential schemes.

Main Duties
Where possible, you will help prevent customers from becoming homeless, or help them secure alternative housing. This includes the assessment of complex cases involving tenure rights, financial assessment and social and medical needs, and eligibility for the homelessness prevention schemes operated by HomeChoice. Where there are no alternative housing solutions you will assess applicants’ eligibility for assistance under the homeless legislation and issue decisions determining whether a homelessness duty is owed.

You will take lead responsibility for cases by establishing and maintaining effective contact with housing applicants, their representatives, and staff and colleagues in other agencies and take action in situations where the welfare of customers may be at risk due to housing need and homelessness. This may include helping households in housing need gain access to relevant support services, investigating and coordinating multi-agency approaches, or alternately, participating in multi-agency conferences where necessary.


Selection Criteria

Essential

Appropriate professional qualification, e.g. HND/HNC in Housing, NVQ Level 4 or equivalent is essential and/or considerable experience of housing and homelessness legislation

Demonstrate a working understanding of housing remedies, and considerable experience of delivering housing access and homelessness services and significant understanding of the needs of vulnerable people and minority groups

Considerable knowledge of relevant legislation including Housing Act 1996 Part VII, landlord and tenant law, and civil procedures , and of working within rehousing policies.

Considerable experience of team work and making a positive contribution.

Demonstrate that you are able to manage your own workload, respond to emergency assessments, and be flexible

Considerable experience of dealing with customers, other statutory/voluntary bodies and other officers at different levels to negotiate and influence outcomes for customers

Proven IT skills in using databases, spreadsheets, word processing, the internet and electronic mailing

Desirable

Demonstrate an awareness of the link between good advice and prevention and the use of resources.
