This challenging and exciting role which sits at the heart of our Children, Adults and Health Partnerships and Commissioning team.

Wherever possible we seek to empower people to be independent and to have choice and control over their lives. Where additional help is needed we aim to find the right support whether that is based in an individual’s own family home and community, in a supported living environment, or in a care home. The vacant post is that of brokerage team manager, responsible for finding the support from external care providers that adults and older people need to live independent and fulfilling lives.

To be appointed to this role you are likely to have experience as a health or social care commissioner, or to have significant experience of working in a brokerage team, or be a social care practitioner working with older people or adults with a learning disability, long term conditions or mental health needs. You will be a commercially minded self-starter able to interpret information and you will have excellent communications skills. You will share our commitment to co-production and in ensuring that our resources are used well to meet the identified needs of the population.

To succeed in this role you will need to be able to work at a fast pace in a challenging environment, able to motivate and lead a customer focused team of support brokers, able to build strong partnerships with providers and work collaboratively with operational social work teams.

A review of the brokerage team is currently underway and as a new manager in post you will have the opportunity to play a pivotal role in implementing change and developing an invigorated, robust and skilled service that is able to offer excellence to residents, social work teams and our care provider partners.

Main Duties:

To provide day to day leadership and management of the Brokerage Team, managing the workload of the team and ensuring we maximise the performance of the team.

Work closely with suppliers and partners to negotiate and manage projects ensuring that business needs, service standards and budget requirements are met and that strong standards of working relationships are established and developed at all levels.

Provide sound expertise, advice and information to a range of customers (councillors, senior managers, other departments etc) throughout the Council and research and analyse opportunities for innovation and to establish new efficient and ways of working ensuring that council activity is lawful.

Drive and direct areas relating to service delivery either as an individual or as part of a team so that planned objectives are met and reports and statutory returns are completed in a timely, accurate way. Also ensure changes in policy and working practices are communicated so that customers receive prompt, accurate policy updates and risk registers are maintained.

To ensure delivery of training and information sessions to a broad range of customers and partners from all sectors in order to enhance their understanding of your area of expertise.

Selection Criteria

• A degree and/or professional qualification in social care, health care, housing or business studies or other relevant subject or Extensive relevant detailed knowledge and experience at a senior level of working in an organisation that commissions and contracts for social care, housing or health services or other relevant commissioning or contract area.

• Experience of managing and developing a small team to effectively deliver a commissioning and contracts function for social care and housing services.

• An understanding of children’s and/or adult social care, housing and health and their underpinning values, standards and legislative framework, including an understanding of the personalisation agenda.

• Experience of working flexibly and creatively in response to identified client/departmental staff needs and priorities, and able to work collaboratively with providers and voluntary organisations.

• Excellent written and verbal communication skills, including the ability to negotiate effectively with providers and voluntary organisations.

• Good project management skills to work on projects as and when required.


• Experience of undertaking market analysis to support the implementation of commissioning strategies.

Interviews including a pre-interview task for presentation will take place in March.
