Strategic Economic Development Manager

Summary of Post

A secondment opportunity has arisen to lead the council’s Economic Development team, and we are looking for individuals who might wish to rise to this career development opportunity as either a full time role or job share.

We are looking for someone to lead our small but enthusiastic and energetic team for six months while the current manager is on secondment to WECA. We will need someone to hit the ground running and to support the team on the continued delivery of a professional and customer focused service to the businesses and residents of South Gloucestershire.

The team are responsible for a diverse range of activity including delivering the council’s strategic objectives for economic development, tourism, cultural events, and support for local businesses, working with a wide range of external partners and across all council departments. The team are primarily based at Badminton Road but also closely support the council’s management of the Bristol and Bath Science Park.

Maintaining successful Economic Development is seen as a key driver of the future prosperity of our residents and is a critical part of the council’s vision.

Reporting to the Head of Strategic Planning and Housing, the team manager role will involve working closely with the council’s senior and corporate management teams, and developing effective working relationships with key partners and political and external bodies and local enterprise partnerships, e.g. WECA , the West of England Local Economic Partnership and significant business organisations and economic development agencies.

Applicants will need to demonstrate how they meet the essential and desirable criteria for the role, including holding a degree or equivalent academic qualification in a relevant discipline, such as spatial planning, economic development, etc., and with substantial experience of leading and managing staff and working with multi-agency and multi-disciplinary partnerships.

Main Duties

To manage and lead the Strategic Economic Development team and the related budget to ensure a professional and customer focused service is provided to the businesses and residents of South Gloucestershire.

To develop and manage the delivery of the South Gloucestershire Economy and Skills Strategy to deliver the policy aspirations of the Sustainable Community Strategy and Council Plan.

To provide lead officer support to the Economy and Skills Partnership and support the Council’s Member Representatives on a range of local, regional and partnerships as required.
To lead on developing and delivering the council’s proposals for the three designated Enterprise Areas and any other sites of strategic economic development importance.

Contribute to cross-service multi-disciplinary project teams, within the service, council and sub-region leading them when required e.g. West of England Inward Investment initiative.

To be the council’s lead officer on European matters

Working closely with the council’s senior and corporate management teams, develop, and maintain effective working relationships with key partners and political and external bodies and local enterprise partnerships, e.g. West of England Local Economic Partnership and significant business organisations and economic development and skills agencies.



Selection Criteria

Essential

Degree or equivalent academic qualification in a relevant discipline, such as spatial planning, ecology, conservation, archaeology or urban design etc.

Substantial experience of working to plan and deliver activity in relevant services in order to meet statutory requirements within the service areas.

Experience of leading and managing staff

Comprehensive knowledge of the relevant legislation and regulatory framework for the provision of the service.

You will be expected to identify internal and external barriers to effective engagement or delivery, and to develop and implement approaches to resolve these.

Extensive experience of negotiation, of organising/delivering effective consultation and participation with representatives of other public and private organisations and businesses, consultants and agents, a wide range of community groups and members of the public.

Management experience of multi-agency and multi-disciplinary partnerships.

Exemplifying the Council's values and behaviours.


Desirable

Professional qualification in a relevant discipline, such as economic development, tourism, inward investment and/or management qualification.

Membership of professional organisation.

Management of partnerships and political awareness.

Use of a vehicle: If the nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.



Salary: HAY 2 (£49,564-£54,478)

Hours: Full time 37 hours
