We are looking for a Senior Legal Officer/FILEX to provide professional support and assistance to the Place Team. You will assume responsibility for preparing statutory orders in relation to planning, highways and public rights of way schemes, developing skills to deal with more complex cases over time. Working alongside more experienced fee earners who are engaged on related commercial and infrastructure schemes in order to develop your skills in these areas.

You will be required to act under the instructions and supervision of other senior fee earners as required by relevant projects and undertake all necessary statutory procedures associated with your role. You will be required to take instructions from client departments, correspond with external parties and agencies and may be required to attend and advise at meetings.

As the point of contact for appropriate service departments you will respond to requests for advice and assistance as directed as appropriate by the Deputy to the Head of Legal Governance & Democratic Services or Place Team leader.

MAIN DUTIES:
• You will assume responsibility for providing legal advice and support, individually progressing complex and non-complex instructions.
• Reviewing the accuracy of client instructions and advising on the drafting, making and advertising of relevant statutory orders.
• Providing general advice to officers,
• Advising on drafting and providing support to senior fee earners in the delivery of major projects.
• Where appropriate, supporting counsel or internal legal officers in the preparation of evidence for Public Inquires
• Where appropriate, attending at and providing advice to relevant Committees of the Council under the supervision of an experienced senior legal officer or solicitor

ESSENTIAL CRITERIA:
• Qualified Solicitor or Fellow of the Institute of Legal Executives and/or Demonstrable experience of major schemes and related statutory processes.
• Knowledge and understanding of the law and practice relevant to the specific role.
• Well-developed interpersonal skills for persuading, influencing, building relationships and communicating effectively.
• Good literacy and report writing skills.
• Demonstrable ability to understand and interpret complex instructions and provide solutions and recommendations to achieve appropriate outcomes.
• Co-ordinate and deliver documentation to tight timetables.

DESIRABLE CRITERIA:
• An understanding of the Highways Act 1980, Road Traffic Regulation Act 1984, the Town & Country Planning Act 1990, The Countryside & Rights of Way Act 2000 and all relevant subordinate legislation and associated Regulations.
• Experience of attending at committees/public meetings.
• Experience of working with Councillors
