Under the overall direction of the Principal Planning Enforcement Officer to be responsible for delivering an effective, efficient and user friendly enforcement service which seeks to conserve, promote, maintain and enhance the natural and built environment of the area.

The successful candidate would be responsible for the provision of specialist technical and professional advice relating to the provision of a responsive and proactive planning enforcement service. They would also be responsible for specialist and technical work relating to all areas of planning enforcement casework.

This is a limited term contract for 12 months.

Main Duties:

To assist with the investigation of alleged breaches of planning control, including carrying out site visits, interviewing complainants alleged suspects and other interested parties as part of the evidence gathering process.

To analyse of the facts of the case and undertake an assessment of the planning merits, with guidance where needed, in order to determine the most appropriate action.

To prepare formal action and planning reports, with guidance where needed, relating to the progress of enforcement cases.

To answer general queries on development control and planning enforcement matters.

Under guidance, to negotiate with a range of customers, including agents, in respect of a variety of development control and enforcement matters.

To deal efficiently and courteously with visitors to the office, telephone enquiries and other correspondence, providing assistance and guidance on general planning and enforcement matters.

To liaise and assist with work activities of other sections and divisions of the Directorate and outside bodes, including statutory undertakers and Consultees in connection with development control and enforcement matters.

To prepare, with support, statements for written representation appeals, to present evidence at hearings or inquiries and at court proceedings as required. Work with legal representatives and consultants where appropriate.

To give advice to Councillors, members of the public, developers and agents on general planning and enforcement matters.

Prepare and present reports on cases/a range of issues ensuring that they are completed on time and meet Council guidelines to determine retrospective planning applications.

Selection Criteria

To enable us to shortlist in a fair and unbiased way it is absolutely vital that you provide us with sufficient information to demonstrate how you meet or exceed the criteria outlined in the vacancy description. • Educated to degree level or equivalent, in town & country planning or a related subject.

• Significant relevant experience in planning practice.

• Knowledge of legislation relating to planning enforcement and the wider planning system and current issues facing planning enforcement services.

• Well-developed IT literacy, communication, presentation and negotiation skills.

• An ability to avoid and diffuse difficult situations by using tact and diplomacy.

• Eligibility for RTPI membership.

• Current driving licence.


• Some relevant experience of planning enforcement is desirable.

• Working knowledge of relevant sections of PACE and RIPA.

Use of a vehicle: If the nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.
