Recover Officer (Housing Benefit and Adult Social Care Debt)

Summary of Post

An opportunity has arisen within the Revenues and Benefits service area to work specifically on the recovery of Housing Benefit and Adult Social Care debt. This will involve supporting vulnerable adults, offering a variety of debt recovery techniques to enable successful recovery of both current and aged debts.

This will be under the general supervision of the Controls Team Leaders, although you will also work with staff across the Financial Assessment Team.

The post is available as a full time permanent position although other working patterns will be considered.

Our main offices are based in Yate, however we also offer homeworking on a full-time or ad hoc basis which will be a consideration for this post.

If the post holder makes use of their own vehicle for home visits, they will be given access to the staff carpark when appropriate.

We offer flexible working in line with the council’s Flexi-Time Scheme.

We also have a coffee shop and staff restaurant on site, offering a range of meals, snacks and refreshment options.

Interviews are likely to take place on 11th & 12th November 2019, here at Badminton Road.

Main Duties

To maintain records of, and provide data relating to, overpaid Housing Benefit and adult social care debt

To ensure all debt cases are continually monitored; following up on arrangements that have been defaulted on and locating debtors who have absconded

To pro-actively contact debtors who have either not made any payments or who have stopped making payments in respect of their debt, to obtain payment and / or to implement a new instalment plan. This may require the post holder to undertake home visits where appropriate.

Working under the direction and with senior officers from both service areas, review current working practices in order to identify areas where processes can be streamlined or improved, and to implement such changes as agreed with the relevant managers.

Relevant experience in working in a Debt Recovery environment

Experience of using modern IT systems, including Microsoft Office suite, particularly Microsoft Excel

Ability to make decisions and work on own initiative to resolve issues and problems independently or as part of a team

Proven experience of reviewing existing work practices and identifying improvements

Excellent verbal and written communication and numeracy skills

3 GCSE’s at Grade C or above or equivalent, including Maths and English


Experience in a Housing Benefit and/or Adult Social Care environment

Experience of using IT to provide data and statistics when required

NVQ in Customer Care level 3

Additional Information

The post holder will be based at the Badminton Road Council Offices in Yate, although homeworking will be considered.
