ENGINEER - HIGHWAY MAINTENANCE

An opportunity has arisen in the Environment Community Services Streetcare Highways Team, for an experienced Engineer to play a key role in delivering good quality highway developments in South Gloucestershire, currently experiencing a rapid growth in new developments.

In this exciting and challenging role, you will share your in-depth knowledge and experience of highway maintenance schemes, to plan, organise, program and supervise various carriageway surfacing and patching schemes. In addition submitting designs and support with onsite supervision and decision making, ensuring that works are undertaken by developers and in-house teams are constructed in accordance with national and local standards, S38, S184, Ss219-215 and S278 of the Highways Act, NRASWA and other Council requirements.

MAIN DUTIES:
• Take a leading role to ensure that highway works undertaken by developers are constructed in accordance with national and local standards, S38, S278 and other Agreements, and the Council’s Traffic Management requirements
• As part of the Technical Approval process you will need to check developer submissions to ensure that they comply with national and local standards.
• You will be expected to visit development sites to ensure highway works are implemented to agreed technical approvals and appropriate standards of workmanship
• Liaise with professionals within the Council as part of the technical approval process.
• You will be expected to supervise and encourage the performance and development of junior staff within the team.
• You will provide communication responses to enquiries from MPs, Council Members, stakeholders and the general public.
• To promote safe working practices at all times and to make sure the implementation of the Authority’s policies and procedures for Health and Safety matters are carried out.

ESSENTIAL CRITERIA:
• You will have a degree, HNC or equivalent in a highways or civil engineering related discipline, with substantial relevant experience. In exceptional circumstances, the qualification requirements may be waived if considerable relevant experience and personal capabilities have been demonstrated.
• Membership of an appropriate professional institution.
• Experience of managing staff on a day to day basis.
• Familiar with the requirements of The Highways Act, New Roads and Street Works Act, Town and Country Planning Act.
• Demonstrate a good understanding of the following design specifications, guides and acts:
Design Manual for Roads & Bridges
Specification for Highway Works (derived from DMRB)
Manual for Streets
Latest relevant DFT guidance
New Roads & Street Works Act – Codes of Practice & Chapter 8 in particular
Traffic Signs Manual
Traffic Management Act
Relevant British Standard’s for materials and materials testing
• Proven ability to communicate, influence and negotiate at all levels with relevant stakeholders including consultants, private contractors, and members of the public.
• You will be required to travel to construction sites and other offices and will therefore need a current driving licence.
