ENGINEER - DRAINAGE AND FLOOD RISK MANAGEMENT

In this exciting and demanding role you will make a significant contribution to delivering good quality developments in South Gloucestershire by assisting with the work of the Drainage & Flood Risk Management team, particularly relating to planning applications and flood management.

Our recently adopted Core Strategy sets out the vision for significant future growth and meeting this vision will be a key challenge for the Drainage & Flood Risk Management team.

MAIN DUTIES:
• To provide the Council’s response to planning applications, ensuring new developments comply with drainage regulations and policies. Consult with developers to agree new drainage designs and satisfy both planning drainage conditions and adoption of sustainable drainage systems (SUDS) by the Council. Provide drainage advice to the Strategic Planning team on potential new development sites.
• Assist in the delivery of actions identified in the Council’s adopted Local Flood Risk Management Strategy
• Respond to Land Drainage Act ordinary watercourse consent applications and take enforcement action against unconsented land drainage works.
• Respond to drainage enquiries and correspondence from MPs, Council Members, Parish Councils, other organisations, and the general public.
• Inspect and report on surface water drainage and highway flooding incidents, providing solutions and costing where necessary
• Co-ordinate with the inspection of highway drainage assets including liaison with partner agencies as necessary.
• Provide advice to other departments and sections (e.g. Community Spaces) on drainage matters.

ESSENTIAL CRITERIA:
• You will have an HNC or equivalent in a highways, civil engineering or flood risk/water management related discipline, with substantial relevant experience. (In exceptional circumstances, the qualification requirements may be waived if considerable relevant experience and capabilities have been demonstrated.)
• Familiar with drainage and SUD’s design.
• Demonstrate a good understanding of the following design specifications, guides and acts:
Sewers for Adoption
Civil Engineering Specification for the Water Industry
Micro drainage Design
Latest SUD’s guidance (CIRIA SUD’s manual)
Latest EA guidance
• Proven ability to communicate, influence and negotiate at all levels with relevant stakeholders including consultants, private contractors, and members of the public
• You will be required to travel to construction sites and other offices, so will need to have a driving license and appropriate means of travel.
