Principal Engineer – Traffic Signals Team

Our recently adopted Core Strategy sets out the vision for significant future growth and meeting this vision will be a key challenge for the Traffic Signal Team.

We are seeking to recruit a full time Principal Engineer to lead the Traffic Signal Team within the Network Management Group, who are responsible for the strategic direction and management of the highway Network in South Gloucestershire and includes the Highway Developments team, Road Safety team, and the Streetworks team.

JOB ROLE:
- Manage a team of engineers/technicians in the Traffic Signals team. Plan and organise work and influence and input to the preparation of plans and budgets for the service, taking account of external developments and priorities.
- Maintain traffic signals, other telematics and Intelligent Transport Systems installations across South Gloucestershire.
- Management of the traffic signal term contract, ensuring that contract requirements, conditions and performance are met.
- Technical support to the UTMC (Urban Traffic Management and Control) system and remote monitoring systems managing telemetry.
- Management and supervision of technical staff, consultants and development of junior posts.
- Oversee the expenditure and budgets of traffic signal related works / projects, - - Respond to traffic signal enquiries and correspondence from MPs, Council Members, Parish Councils, other organisations, and the general public.
- Provide advice to other departments and sections on traffic signal matters.

SELECTION CRITERIA:
- You will hold a professional qualification and ideally a management qualification at NVQ 4 level, or equivalent relevant experience
- You will be an experienced Traffic Signals Engineer with experience in the modelling and optimisation of traffic signal installations including the use of software packages such as Linsig, UTC/SCOOT and Transyt.
- Extensive experience in the design, installation, maintenance and operation of traffic signals and UTMC systems (including fault reporting management systems) and protocols.
- Excellent communication, negotiation, consultation and influencing skills tailored to meet the needs of a wide range of audiences and stakeholders.
- Ability to build sound and productive working relationships with colleagues, partners and staff groups and engage others in a credible, persuasive way.
Strong awareness of Health and Safety issues and CDM
Desirable
- Traffic modelling experience
- Experience of design or operation of other ITS infrastructure
- Familiar with a wide range of ITS technologies, including UTMC, journey time measurement, VMS, CCTV, RTPI
