Access West Business Engagement Manager

Summary of Post

South Gloucestershire Council are currently recruiting a talented Business Engagement Manager to be based in our Badminton Road Office, Yate.

This exciting and varied role will involve leading on the delivery of the Business element of the Access West programme in South Gloucestershire. Access West works with businesses, communities and educational institutions to facilitate growth in the local economy through increased uptake of walking and cycling, and to break down the barriers that prevent our residents from accessing work, education and training opportunities. You will lead first class business engagement activities with employers in the Bristol North Fringe, the Aztec West area and along key commuter routes in South Gloucestershire to foster direct relationships with businesses. You will also work with partner agencies such as North Bristol Suscom to promote sustainable travel choices in the area.

The role will include agreeing with employers both capital and revenue measures to improve travel choices, tracking the implementation of the agreed measures and ensuring the project remains on track, delivering the desired outputs and outcomes. Experience of project delivery, budget management and working with employers would be an advantage.

You will be employed by South Gloucestershire Council but will also work with colleagues across North Somerset, Bath & North East Somerset and Bristol. Implementing the project effectively across the West of England region.

This is a limited term contract until March 2020.

About you

To succeed, you will have experience in leading projects and a track record of achieving successful project outcomes. You will be self-motivated, confident, articulate, possess excellent written and oral communication skills.

Your approach to problem solving and passion for getting the job done will be complemented by your ability to work at the pace necessary to meet the requirements set by Project Managers, Project Sponsors, Programme Sponsors and the ECS Director.

Regardless of your background, you will need to bring excellent communication and influencing skills, appropriate to working in a large, complex multi-agency/partner environment.

Main Duties

To lead on the delivery of the Access West Business Work Package Document to time, budget and quality.

Capitalise on and offer mitigating measures to reduce the impact of major infrastructure projects such as Bromley Heath viaduct and Gypsy Patch Lane works, these are major opportunities to promote significant and long-term travel behaviour change.

Foster a sustainable travel culture among business communities to reduce congestion on our principal corridors helping to facilitate economic growth and improve access to employment.

Promote active travel modes to employers and their employees building on an established partnership working since 2008.

Promote access to work and skills and increased levels of walking and cycling by:

Offering match funded employer grants.

Continuing to promote and develop the cycle champions network/active travel champions network

Offering Dr Bike, cycle maintenance training sessions and led rides as part of the champions network

An SLA with North Bristol SusCom, working in partnership to promote main project aims and in depth engagement with a number of key organisations

A wheels to work/Apprenticeship support programme to support access to employment, education and training alongside key partners (job centres primarily), to including travel training and other key interventions for previously identified demographics (care leavers and those aged 50+)

Improved loan bike scheme – including folding and electric bikes, open to anyone who lives or works in South Gloucestershire and delivered to a work or home address

Maps/information for key employment sites – to further promote active travel to work, specifically through walking and cycling.

Increase membership of Join My Journey service in the region

Business travel challenge – promoting active travel to work amongst commuters in the region

Travel to work survey – an annual appraisal of travel to work habits

Annual business travel awards – to reward and recognise excellence in active and sustainable travel amongst organisations and employees.

Selection Criteria

To enable us to shortlist in a fair and unbiased way it is absolutely vital that you provide us with sufficient information to demonstrate how you meet or exceed the criteria outlined in the vacancy description. Educated to degree level in a relevant subject or be able to demonstrate an equivalent level of knowledge

Relevant practical experience, backed by evidence of appropriate specialist knowledge in transport, planning or related field

Experience of delivering projects in the field of sustainable transport

Undertake and demonstrate Continuous Professional Development (CPD) to keep abreast of changes in working practices

Demonstrate authoritative knowledge of ‘what works’ in the field of sustainable transport

Good persuasion and influencing skills demonstrated through delivery of work within a team and with partner organisations

Understand how project management methodologies should be applied both accurately and effectively on all projects

Excellent organisational and administrative skills, including document management

MS Office proficient in terms of project scheduling and programming

Ability to analyse, prioritise and organise workload to meet deadlines

Good verbal and written communication skills with an ability to communicate with a wide range of people in different settings

Establish good working relationships across Teams, Project Sponsors, peers, suppliers and stakeholders

Experience of budget management

Experience of supervision and workload management of another team member

Exemplify the Council’s values and behaviours.


You will have worked with large employers/businesses

You will have an understanding of the current Council and West of England sub regional context, including transport issues.

Use of a vehicle
If the nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

About the ECS Directorate
The Environment and Community Services (ECS) Directorate is organised into four service divisions supported by a fifth support division. The department also contains the Community Strategy and Partnerships Team. The service divisions work with key stakeholders and local communities to deliver the Councils key strategic objectives relating to planning, housing, transport, economy and climate change in a sustainable manner.

The Council has a challenging agenda for housing and economic growth as set out in its Core Strategy. This sees the delivery of 27,000 new homes across a number of major development sites and the development of three of the six West of England (WoE) Enterprise Zones/Areas.

About the Division
The Transport and Strategic Projects (T&SP) division, one of the five divisions within the ECS Directorate, is tasked with formulating, securing funding for and delivering an ambitious portfolio of projects ranging from simple low cost transport schemes to complex, high value, multi-agency projects in support of a challenging agenda for housing and economic growth.

As a Business Engagement Manager within the Transport & Environmental Policy Team, you will help to ensure the successful delivery of projects with multiple delivery partners, ensuring effective and timely reporting to Assistant Project Managers, Project Managers and Project Sponsors, and other key project partners including Elected Members, other WoE Unitary Authorities, Government Departments and Agencies and private sector partners.

Salary: £31,401 - £34,106
