This is a limited term contract for 12 months.

As an Assistant Planning Policy Officer, you will be part of the team which has responsibility for preparing the Council’s new Local Plan (2018 to 2036), the refresh of our Community Infrastructure Levy, as well helping to bring forward the West of England Joint Spatial Plan.

This role will have key responsibilities to support the research, formulation and consultation on strategy and policy that will shape and enable the delivery of the new Local Plan for South Gloucestershire

The opportunity will see you working on challenging planning issues relating to strategic and small scale, urban and rural development and regeneration that will require innovative solutions and approaches. Main Work Tasks

Local Plan preparation and supporting Research and Monitoring with the experience or ability to work on some, or all of the following work areas:

a. Supporting development of planning policy, strategy and evidence for plan-led regeneration and development within either; Urban, Suburban, and/or Rural areas;

b. Undertaking land use and other surveys in order to assist the formulation and review of planning policies and the preparation and analysis of the Authority’s Monitoring Report;

c. Summarising and reporting of Local Plan representations and responding to planning consultations

d. Assisting production of the Local Plan Sustainability Appraisal and Habitat Regulations Assessment;

e. Responding to enquiries, questions and requests relating to Planning Policy, from members of the public, developers and councillors and other stakeholders; and

f. Supporting the Heritage and Archaeology specialists with maintaining and updating the Historic Environment Record and other projects.

General Duties

- Contribute to the formulation of planning policy and preparation of supporting research, information and evidence in a timely and efficient way.

- Support the development of planning policy through: consultation/engagement and joint working with Council officers, Members, other teams and external stakeholders including developers and the general public.

- Present information in a clear and concise manner for a range of audiences including elected members and Council staff, external stakeholders and the public through a range of communication formats.

- Provide planning policy advice for development management purposes to assist in implementing the Council’s current and emerging Local Plan policies, taking account of relevant national planning policy and legislation.

- Represent the Council on external partnerships ensuring that the position of the Council is fully reflected and that the outcomes and decisions are in the best interests of the Council.

- Contribute to the formulation and delivery of service objectives and priorities: identify improvements to service delivery and recommend changes to the SPPSA Team Manager; promote the services delivered by the team.

Selection Criteria

Essential

1. Educated or working towards a degree in Town Planning or a related subject, or alternatively equivalent practical experience of working in front line customer service delivery.

2. Experience and/or ability to support and at times lead on a selection of the main work tasks, set out in this job summary.

3. Knowledge of legislation and current issues facing planning

4. An understanding of the concept of sustainable development and awareness of how development can change and affect people’s quality of life.

5. Ability to research, analyse, present and monitor information and data from national, regional and local information sources using internet and other data retrieval systems.

6. Well-developed communication, presentation and negotiation skills.

7. Skills in word processing, spreadsheets and using databases

8. Good verbal, written and interpersonal communication skills, with an ability to explain technical information to non-technical audiences.

9. Able to prioritise competing tasks on a daily basis to ensure that projects are completed effectively and that the technical, customer and professional officer requirements are met.

10. Current Driving License

11. You will demonstrate knowledge in the use of appropriate software packages including in house systems such as GIS and Cadcorp.

12. Eligibility for Royal Town Planning Institute or demonstrate ability to achieve full membership status.

Additional Information

About the team.

The Strategic Planning Policy and Specialist Advice Team is responsible for formulating planning policy and for planning policy advice to support the council’s strategic planning functions. As a single team we are responsible for the preparation of the Council’s Local Plan with supporting research and evidence and the portfolio of documents in the Local Plan Delivery Programme and for providing planning policy and environmental specialist advice to development control, other users of the planning service and other parts of the Council. Areas of responsibility include specialist ecology advice, listed building advice, conservation, archaeology, urban design and landscape advice.

The post holder may be required to attend Council meetings which are relevant to their role.
