Summary of Post

As South Gloucestershire plans to deliver the housing and employment growth needed over the next twenty years, we are looking for an inspirational planner with extensive development management experience to provide leadership to our high performing team of 20 professional planning officers responsible for determining over 2,500 planning and related applications each year.

You will be the council’s lead professional advisor on development management matters and, working closely with the Major Sites Team Manager, will be responsible for the smooth running of the council’s planning committees and scheme of delegations.

You will help maintain the quality of the council’s planning decisions and our good record in defending appeals and legal challenges, as well as ensuring our services continue to be well regarded by our local residents and businesses.
Working with the Head of Service and fellow team leaders, you will help ensure the service delivers value for money and innovates to best meet the current and future challenges in service delivery.

Main Duties

To manage and lead the Development Management team and the related budget to ensure a professional and customer focused service is provided to the residents of South Gloucestershire, and the risks of successful challenge to the council’s decision making are minimised.

To be the Council’s lead professional advisor (including taking responsibility for exercising direct delegation from the Director) on Development Management matters, and where requested, Planning Enforcement matters.

To provide technical expertise in the delivery of the Council’s spatial planning and other corporate policy objectives, through the determination of delegated planning applications, the preparation and presentation of reports to the Development Control Committee(s) and Sites Inspection Sub-Committees, and advising on policy formulation.

To appraise and negotiate major or contentious planning applications, resolving matters of principle or detail and achieving appropriate planning gain in the interests of the community.

Contribute to cross-service multi-disciplinary project teams, leading them when required.

Selection Criteria

Appropriate Degree relevant to Town and Country Planning and Corporate Membership of the Royal Town Planning Institute.

Substantial experience of working to plan and deliver activity in relevant services in order to meet statutory requirements within the service areas.

Experience of leading and managing staff.

Comprehensive knowledge of the relevant legislation and regulatory framework for the provision of the Development Management service.

Excellent communication and influencing skills and be able to formulate recommendations relating to complex policy issues.

You will be expected to identify internal and external barriers to effective engagement or delivery, and to develop and implement approaches to resolve these.

Ability to communicate with and influence Members, Parish Councillors, Applicants, members of the public.

Ability to build and maintain partnership working with external agencies e.g. English Heritage, Environment Agency.

Relevant post-graduate qualification or management qualification.

Use of a vehicle

The nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Salary: £48,592 to £53,410

Hours: 37 hours
