Summary of Post

Under the supervision of a Practice Manager, the role will be responsible for the day to day delivery of early intervention and preventative services for families, children and young people in need of additional support. The focus of these services is targeted work, with some statutory functions, with a primary aim to ensure vulnerable children and young people are identified, protected and supported to achieve positive outcomes through the provision of well planned, integrated and coordinated services. The responsibilities of the team include:
• Targeted family support;
• Families in Focus work;
• Targeted youth support;
• Young people not in education, employment or training (NEET) case work;
• NEET/EET cohort tracking;
• Accreditation
• Independent return interviews for children who have been missing.

The post is based in Patchway Locality Hub

Senior Worker key responsibilities include:

• Direct work with families and/or young people working to agreed outcomes based on identification of need and using the Team around the Child/Family approach;
• Having a lead area related to a key function of the team as agreed with the Team Manager.
• Attend meetings/Panels (including multi agency panels) on behalf of Practice Managers as agreed;
• Supervise or one or more Engagement Workers including undertaking a Performance and Development Review and the monitoring of performance
• Ensuring safeguarding issues are identified and addressed in both their own cases and those of Engagement Workers;
• Lead on specific team developments as agreed with Practice Manager;
• Act as link person for specific schools, settings and/or agencies as agreed with Practice Manager;
• Undertake the statutory functions including return from missing interviews and NEET/EET work.
• Provide information, advice and guidance to colleagues, service users, and partner organisations;

Main Duties

Direct work with your own caseload of families and/or young people working to agreed outcomes based an assessment of need. Use evidence based interventions that are known to be effective, working closely with all involved agencies and using the Team around the Child/Family approach

Review and monitor assessments, plans and the quality of service provision, responding to changing needs and renegotiating service provision where appropriate.

Supervise one or more Engagement Workers including supervision of casework, giving guidance, advice and feedback, ensuring that clear organisation and direction is provided and that they receive training support and development opportunities.

Support the delivery of designated areas of work by coordinating day to day operations and contributing to developing projects and processes.

Contribute to team and service developments as agreed;

Contribute to evidence-based parenting programmes

Signpost and/or refer service users to specialist support (such as criminal justice, drugs and alcohol, sexual health and pregnancy or mental health) as part of agreed plans;

Undertake risk assessments in order to ensure that needs are assessed and appropriate action is taken.

Liaise and work with contacts from different sectors, including health and the voluntary sector, sometimes as part of a multi-disciplinary team, ensuring that communication is effective and that knowledge and best practice are shared.

Complete and present records and reports in accordance with professional and council guidelines.

Take necessary action in accordance with Safeguarding procedures in order to protect vulnerable people.

Represent the Council’s interests ensuring that the Council’s position is advocated.

Selection Criteria

Professionally qualified, or working towards a relevant professional qualification e.g. degree, NVQ4 or equivalent, in an appropriate discipline related to the provision of services to children, families or young people.

Considerable relevant experience of the use of evidence based practice working with vulnerable and disadvantaged children, families or young people

Experience of writing holistic multi agency assessments and plans with families.

Knowledge of relevant legislation, regulations, codes of practice, processes and procedures.

A proven ability to supervise and monitoring performance and take corrective action where appropriate.

Well-developed interpersonal and communication skills to build relationships and engage successfully with colleagues, service users and partner organisations.

A good level of general IT skills and the ability to use appropriate software systems to record and evaluate work.

Additional Information

Please note that it is a requirement of employment that an enhanced Disclosure and Barring Service (DBS) check is obtained for this post. This means that you must declare any criminal convictions, cautions, reprimands or final warnings unless these are protected as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) order 1975 (as amended in 2013).

Use of a vehicle

The nature of the duties of this post will require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme
