Job Summary

Finance & Business Officer

Property Services Division is responsible for all property related matters for the Council to ensure the most efficient use of the Council’s resources and the professional, cost-effective management of the Council’s estate. Key services include delivery of a programme of capital projects, repairs and maintenance of Council buildings, estate management, property investment and facilities management including business support.

The Business and Finance Officer role is interesting and varied and will include preparing capital project cost reports monitoring of revenue budgets, providing fee income forecasts, raising orders and paying invoices.

Main Duties
• Ensuring all costs are recovered from tenants occupying the Council’s property in accordance with relevant leases, licenses etc.
• In liaison with professional staff across Property Services produce fee income forecasts and ensure all appropriate fee income is charged.
• Monitoring budgets and Accountancy/Book Keeping within the Council’s property portfolio and creating finance reports.
• Preparing detailed project cost reports to support the development of quarterly capital monitors
• Raising orders for authorisation by relevant managers

Essential Criteria:
• Experience of working in a relevant specialist environment, ideally with a good understanding of basic property finance.
• A minimum of 5 GCSEs at Grade C or above (or equivalent), including Mathematics and English.
• Book keeping and accountancy experience, including knowledge of financial systems
• Experience of using policies and procedures and codes of practise in similar environment
• Good literacy skills and the ability to communicate clearly and effectively with clients.
• Proven IT skills in using spreadsheets, word processing and e-mail.
• Experience of working in a small team to effectively deliver a quality and cost effective financial support services.
• Aim to meet the Council’s values and behaviours.

Desirable Criteria:
• Accounting qualifications to Level 3 or 4 in AAT Diploma or equivalent level.
• Business Administration qualifications.
• Experience of the council’s Civica financial system.
• Previous experience within a property, construction, facilities management environment.

Salary: £25,295 - £27,905 pa
