Handyperson/Groundsworker

Vinney Green Secure Unit opened in February 1995, and accommodates 24 young people of both sexes, aged between 10 and 18. The Unit has been designed to a very high standard and is structured to provide physical containment in an environment which is comfortable and attractive. Vinney Green Secure Unit offers young people a safe and caring environment, where they experience quality care, education, recreational facilities, vocational and life skills training.

Responsible to the Facilities Manager, the main duties will include painting and decorating, basic building maintenance, general landscaping/horticultural work and escorting on site visiting contractors.

Hours: 22.5 hours per week, to be worked over 3 days (exact days of work negotiable).

Main duties:

To paint and decorate rooms as required.

To undertake minor repair work and maintenance as required, i.e. change light bulbs, repair furniture and repair exterior non-secure fencing.

To undertake grass-cutting duties using hand and ride-on mowers, strimmers and other equipment, ensuring all areas are let clean, tidy and maintained to a high standard

To carry out general horticultural maintenance duties such as pruning hedges, shrubs, landscaping work and planning of shrubs and trees.

To carry out once a day secure fence and gate checks to ensure that they are secure and that no dangerous articles have been left or put in secure areas where young people could have access to them

To supervise contractors ensuring they can account for their tools at all times and that Unit security is maintained. Monitoring the safety of their work practices, reporting where possible on the quality of their work, communicating any apparent failures to the Facilities Manager

To be responsible for the opening and closing of external gates to the playing field and the doors to the courtyards, roofs, generator room and electricity room, when access is required by contractors, ensuring they are secure at all times

To take delivery of stores, goods and equipment and distribute as appropriate throughout the establishment, maintaining records and completing paperwork/returns as required with the appropriate authoritative signature

To report building, furnishing and fitting deficiencies to the Facilities Manager

To carry out repairs where appropriate

To undertake emergency repairs to the air conditioning plant and hot water systems where appropriate

To ensure the storeroom is kept clean and secure

To ensure that the fire alarms are tested once per week by the designated contractor
?
To prepare an inventory of supplies required and to be responsible for the keeping of essential repair items that have a long delivery time, in conjunction with the Facilities Manager

To set out/put away furniture for Unit events and undertake general porterage as required by the Facilities Manager
?
To be responsible for the general tidiness and safety of the outside areas, e.g. the removal of litter and graffiti from paths and hard surfaces; to keep surface drains free of obstruction to ensure pedestrian access in periods of severe weather conditions; treating main entrances and paths with salt/grit as appropriate

To clean defined area of the establishment not covered by other staff, together with emergency cleaning duties (including graffiti) arising during the working day

To maintain COSHH records of all substances used in the repair and maintenance of the Unit
?
To be responsible for ensuring that all electrical equipment is tested as per the Health & Safety legislation and to maintain records accordingly

Selection Criteria:

Essential Criteria:

Able to use domestic power tools for appropriate repair and maintenance tasks
Relevant trade experience or work related discipline (in particular painting and decorating), and an appreciation of the importance of working to agreed standards of quality.

Able work effectively as part of a team.

Able to prioritise work, allocate routine tasks to others and monitor results.

Able to carry out bending and lifting such as moving equipment and materials.

Ability to work unsupervised on a day to day basis to an established work pattern. Able to deal with routine problems, but also know when to refer to the Facilities Manager.

Awareness of COSSH standards, health and safety rules and procedures and to report health and safety concerns to the Facilities Manager as necessary.

Able to communicate effectively with team members and clients.

Desirable Criteria:

Experience of allocating and supervising the work of others.

Use of vehicle

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Annual leave must be taken in conjunction with the needs of the secure service

It is essential that the postholder is prepared to work outside normal working hours and be contactable if an emergency situation arises.

The post holder may be required to work evenings, weekends and Bank Holidays

A Secure Unit is a closed facility and movement is governed by the controlled unlocking of electronic doors

The environment can become tense and anxiety provoking given that young people are detained

Young people can present physically threatening behaviour

Surveillance cameras are in use in certain areas of the building

VGSU is a no smoking environment, and there is no provision to facilitate smoking

The post holder must be committed to self-development via NVQ training and other training and development courses deemed to be appropriate by the Department, which includes compulsory “core” training

The post holder must be mindful of confidentiality at all times

It is essential that you are fit to carry out Restrictive Physical Intervention techniques for which full training will be given

There is a requirement for staff to make a monthly contribution towards the beverages provided by the unit, which is deducted at source

This post is also subject to a medical, which is satisfactory to management

NB: A Secure Unit Allowance is payable in recognition of the ‘closed’ nature of the facility

In the future there may be a requirement to undertake further physical fitness checks.

This post is subject to a Disqualification from Working with Children declaration.
