Highways Technician – Asset Team
Salary or Salary Band: £25,295 - £27,905pa
Working Pattern: Permanent, 37 hours a week
Location: Badminton Road, Yate

As a Highways Technician you will have the opportunity to use your experience and knowledge to carry out site assessments and surveys of all highways and open space assets within the Council, which then form the development of programmes for maintenance projects. The focus of the role will be on the development of carriageway, footway, cycleways and all highways and open space assets. You will use your problem solving skills to choose the right solutions using data from condition and scrim surveys, assessing risk and priorities.
You will provide project briefs to the Design and Operations team and technical specifications for works to specialist maintenance contractors and provide regular feedback to customers and internal departments.

You will visit sites, assessing the condition and risk associated, gather and review data and analysis to assess any problems. The responsibility will be yours to make decisions about technical issues, making recommendations and clear options within professional legislation and codes of practice, seeking guidance on the more complex issues.
You will ensure that data from condition surveys, scrim surveys and other sources are assessed and rated accordingly and record data and programmes in a timely and accurate way, prioritising and reorganise programmes in line with changing financial restraints. Keeping records up to date on software packages is essential and you will be responsible for ensuring the asset register data base is current and accurate.
Working as a team is critical to deliver programmes within agreed time scales and you will work with colleagues and other organisations to provide and receive information, support and guidance and liaise with customers, partners and external contacts to keep them informed about specific situations.

Experience in a variety of highway maintenance processes, using the relevant systems and process to construct, monitor and maintain programmes of work through a priority matrix, against a monitored budget.
Able to demonstrate highway related knowledge regarding best practice of maintenance design principles and process and have an understanding of asset management principles and life cycle planning.
Communicate programmes of work, anticipated budget spend profiles and site constraints to operations teams, as well as explaining priority sites to interested parties and make decisions relating to changing circumstances.
Experience in dealing with measurement, valuation and estimating of scheme costs together with the ability to transfer these to IT mediums for effective communication and analysis. Use of various software packages including Microsoft office, data bases and mapping systems.
Hold a degree level or equivalent qualification in civil engineering.
Hold a full UK Driving Licence or able to travel to various locations across South Glos.
