Housing Delivery Manager

Summary of Post

The Council is taking a more proactive role in driving and accelerating delivery of housing of all tenures in South Gloucestershire, and as part of this ambition has established a new role within the Strategic Housing Enabling team to help take this forward.

As Housing Delivery Manager, you will work with a range of internal and external partners (including other public sector organisations, land owners, developers and housing associations) to optimise housing delivery at the ‘front-end’. This will involve identifying and progressing options to enhance and increase delivery, including strategic-level solutions and individual scheme-based interventions and will require adapting your approach to suit a range of different circumstances and stakeholders in order to achieve on-the-ground results.

The post holder will be responsible for preparing and taking forward bids for funding that will result in accelerating or increasing housing delivery and ensuring that the Council is ‘bid-ready’ by taking a proactive approach to working up potential schemes. This will include getting involved in ‘place-making’ activity. The successful candidate will have experience of housing development, from an enabling, planning or delivery perspective.

Excellent communication and negotiating skills are key to success in the role, and you will work in partnership with Council colleagues, Councillors, external stakeholders and delivery partners to deliver results.

Plans to bring further resources into this area of activity may mean that this post will have line management responsibilities in the future and therefore we are looking for an experienced and motivational manager.

This post is full time and a limited term contract for 24 months.

Main Duties

To lead on all activity to accelerate Housing Delivery including:

Site acceleration e.g. West of England Combined Authority and/or Homes England funded activity, joint ventures, CPOs, working through stalled sites for bespoke solutions.

Site assembly and opportunities for intensification.

Active intervention on opportunity sites.

Ensuring the Council takes a proactive approach and is ‘bid-ready’ for funding opportunities.

Progressing the establishment of the Housing Company (if approved)

Regeneration opportunities.

Selfbuild (via existing Selfbuild Officer post, if restructure approved).

Using professional technical expertise and experience, contribute to the development, delivery and monitoring of the Council’s strategic housing objectives, and targets, with specific responsibility for housing delivery.
To maximise all relevant funding opportunities –particularly government funded programmes, e.g. Accelerated Construction, Housing Infrastructure Fund, Build to Rent.

Working closely with the Council’s senior and corporate management teams, develop, and maintain effective working relationships with key partners and political and external bodies and local enterprise partnerships, e.g. West of England Combined Authority; MHCLG, Homes England, other WoE UAs, Bromford Housing Association (formerly Merlin) and other key Registered Provider partners; and significant landowner and developer partners.

Selection Criteria

Essential

Degree or equivalent specialist qualification in a relevant Housing or Planning discipline and/or equivalent experience within a specialist field such as Planning, Housing or Land/ Property Management.

Substantial operational and management experience of managing teams and supporting team members through direct supervision as well as acting as project manager.

Substantial experience of successfully negotiating and managing complex projects to timescales demonstrating excellent customer service.

Demonstrate a strategic awareness and ability to see the bigger picture.
Excellent problem solver, working with a wide range of internal and external partners and stakeholders at all levels to identify the most appropriate solution.

Comprehensive knowledge of the relevant Housing and Planning legislation and regulatory framework for the provision of the service.

Excellent communication and time management skills with ability to build and maintain effective working relationships at all levels, both internally and externally within a complex partnership environment. Proven ability to act as a high level co-ordinator with excellent networking skills.

Exemplifying the Council's values and behaviours.

Desirable

A recognised project management qualification e.g. PRINCE2 or APMP.

Good understanding of development viability and scheme economics .

Good understanding of research, development and evaluation techniques.

Use of a vehicle

The nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Salary: £39,002 to £41,846

Hours: 37 hours
