This post is restricted to permanent and temporary employees of South Gloucestershire Council.

The role is a part-time up to 22.2 hours, in the Market Development part of the Planning & Commissioning Team.

This temporary vacancy has arisen as a result of secondment of the post holder. This role is therefore a temporary backfill for the current secondment, which will last for approximately 6 months. This may be extended if the secondment of the original post holder goes on longer.

In view of the short term nature of the opportunity, it is being advertised internally on either a secondment or acting up basis. We are prepared to consider a secondment or acting up between 2 days and 3 days per week, to fit in with other working arrangements.

As this is being offered as an acting-up or a secondment opportunity until May 2019, full approval from your current line manager for the secondment must be agreed prior to applying.

Summary of post:

The Market Development team is responsible for market development, contract compliance, transparency and future commissioning strategies. It also provides specialist commissioning and procurement advice as well as undertaking tendering exercises for a range of services. The successful applicant will have the opportunity to gain experience in these work areas, on a range of individual projects as well as working alongside and supporting the Commissioning Manager with strategic and cross departmental work. Examples include supporting the development of a new Market Position Statement, helping to assemble a new Master Contracts List, carrying out internal and external contract compliance checks and assisting with important tenders, an example of which is a major contract for ceiling hoists in disabled people homes. This is an exciting opportunity for someone with relevant experience who wants to gain valuable experience to be able to move into or progress their career within health and social care commissioning.

To undertake this role you will need to have excellent numeracy, literacy and analytical skills with an enquiring mind and a good eye for detail. Some of the work might involve reviewing progress with contract management across the Team, so being able to check and review progress and monitor this with spreadsheets is expected. Being able to use the South West Contracts Portal or having experience in on line e-procurement, or having similar work experience and an aptitude with IT to pick up this type of web based application quickly, will be a distinct advantage.

Another attractive aspect of this role is to support the Commissioning Manager with strategic commissioning and market shaping functions. You will need to be able to work confidently with individuals and group settings and some work will involve research and working on draft documents. Examples will included web based research, both internally and externally, to gather and check data and background content for the new Market Position Statement. In terms of presentation, a good working knowledge of Microsoft packages and being able to design, layout and proof read are necessary skills, as well as being able to present information in a range of formats to a range of audiences. Experience of PowerPoint presentations or knowledge of using Easy Read for example could help you demonstrate the skills required, as well as the ability to communicate well in writing by email and letter as well as face to face with colleagues.

Main Duties

To research and present information which may include legislative and regulatory areas to contribute to policy documents or assist with good commissioning and contracts management.

To develop and apply a working knowledge of the Council’s contracts and general compliance requirements in order to help support the Team in meeting local and EU procurement rules, as well as national and local health and social care industry standards.

Support the delivery of designated areas of work in a timely and effective manner at all times.

Undertake work as directed in connection with market development, contracts management and future commissioning strategies.

Establish good working relationships with colleagues and customers.

Communicate effectively with colleagues, partners and customers in order to ensure all procedures, systems and records are monitored and updated accordingly

Maintain high quality and consistent services to colleagues and customers. Ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact with the customer, with advice from the Commissioining Manager where required.

Provide an effective administration service ensuring that documents are prepared and issued and where appropriate returns are received and analysed.

Accurately and efficiently record, monitor and maintain budgets/financial information/resources and ensure that accounts are reconciled and variances are reported.

Selection Criteria

Relevant knowledge and experience of working in an organisation that commissions and contracts services, either in social care or working for similar services within the Council which require the kinds of skills to carry out the duties of the post.

Good interpersonal skills to establish a positive relationship with a wide variety of stakeholders, contacts and customers.

Experience of working as part of a team to effectively deliver a commissioning and contract function for social care services, or similar, and able to demonstrate a flexible approach to working across different areas.

Proven IT skills in using spreadsheets, word processing and e-mail and the ability to use computerised databases, performance and quality monitoring systems as well as being able to use Excel and PowerPoint and other media to analyse data, communicate effectively and present information to a wide range of audiences.

Good literacy and numeracy skills to be able to undertake effective market analysis, research and present findings in a clear, concise format. The ability to present information confidently in team, individual and group settings.

The ability to demonstrate clear and logical thinking in assessing challenges and problem solving.

Good demonstrable experience of meeting service standards, targets and deadlines and be well organised with excellent time management skills able to cope with competing demands.

A commitment to the Council’s values and behaviours with a demonstrable commitment to equalities and diversity.


A degree or professional qualification in social care, health care or business studies or equivalent experience gained in a working environment.

Experience or qualification in commissioning, procurement or project management or similar.

Knowledge of and commitment to partnership working and co-production.
