Internal Only - Commissioning Officer

Summary of Post

This role sits at the heart of our busy brokerage team who have responsibility for sourcing and securing bespoke care and support packages to meet the assessed needs of adults who have opted for the council to arrange support on their behalf. You will have day to day responsibility for the management of members of the team and actively managing the work of the team in a fast paced environment.

We are looking for a results orientated, ambitious self-starter with a demonstrable track record of a strong person centred approach. Someone able to work independently, making decisions and responding to prioritise within the context of a larger team, able to establish new ways of working with a commitment to co-production and the delivery of outcomes. An ability to communicate effectively with a wide range of stakeholders, to show empathy and build networks will be essential skills within this role.

This post is Fixed term for 12 months.

Main Duties

Supervise staff on a day-to-day basis including absence monitoring, appraisals,
training and recruitment ensuring that team members receive ongoing training, support and development.

Manage the work load of a diverse team, ensuring that deadlines are met and a high level of customer service is delivered to both internal and external customers. The business of the team is to source and secure individual care and support packages to meet assessed need by proactively engaging with the local and regional care and support market.

Analyse and evaluate information which may include legislative and regulatory areas to enhance decision making. Provide good technical advice to customers ensuring that procedures and good practice are shared

Support the delivery of designated areas of work by co-ordinating day to day operations and contribute to developing projects and processes.

Ensure customers are well informed and that information provided is useful, relevant and given on time

Contribute both to the monitoring of projects and reporting on cost effectiveness and quality standards and to the establishing, implementing and reviewing service standards and performance measures.

Ensure that accurate records are developed and maintained and that this information is assessed and analysed.

Establish good working relationships with customers which will lead to strong standards being established and developed at all levels.

Communicate changes in policy and working practice to keep customers up to date and ensure all procedures and systems are updated accordingly

Maintain high quality and consistent services to customers. Ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact with the customer

Provide an effective administration service ensuring that documents are prepared and issued and where appropriate returns are received and analysed

Accurately and efficiently record, monitor and maintain budgets/financial information/resources and ensure that accounts are reconciled and variances are reported.

Selection Criteria

Relevant knowledge and experience of working in an organisation that commissions and contracts including community engagement, service user engagement in social care or similar services

Good interpersonal skills to establish a positive relationship with a wide variety of stakeholders contacts and customers.

Strong people management skills

Experience of working in a small team to effectively deliver a commissioning and contract function for social care services able to demonstrate a flexible approach to working across different areas.

Ability to work under pressure and to deliver against agreed targets

Proven IT skills in using spreadsheets, word processing and e-mail plus experience of using computerised databases and monitoring systems, particularly CM2000 and/or SWIFT/AIS are essential.

You will have good literacy and numeracy skills able to undertake effective research and present findings in a clear, concise format.

The ability to demonstrate clear and logical thinking in assessing challenges and problem solving

You will have demonstrable experience of meeting service standards, targets and deadline be well organised with excellent time management skills able to cope with competing demands.


A degree or professional qualification in social care, health care or business studies
