This is a newly created post responsible for the development of a new Green Space Asset Management Strategy for South Gloucestershire Council, working under the direction of the Community Spaces Improvements Team. The objective of the new Strategy is to set out a clear framework for the future practical management and development of the Council’s green space assets.

The post holder will be responsible within set parameters for budget control, communication and consultation, quality of outputs and critical path management. This will include scoping, writing and producing strategy documentation.

Role Duties:
• Provide specialist advice to customers on interpreting and applying policies and technical principles ensuring that effective customer relationships are established and maintained by giving clear and accurate advice quickly, making sure that the Council is aware of any implications, risks and benefits and that policy proposals are developed. If relevant, provide expert witness evidence.
• Ensure and enforce compliance with department and Council policies, regulations and codes of practice.
• Prepare and present reports as required on a range of technical issues ensuring that they meet Council guidelines, are completed on time and the Council’s position is advocated.
• Give technical guidance and training to team members and other colleagues and partners as required.
• Develop solutions and put forward recommendations to resolve to issues, ensure that they are successfully implemented and that service regulations and codes of practice are adhered to.
• Input into service plans procedures and systems of work and propose changes to ensure the efficiency and effectiveness of the service.
• If relevant: plan and monitor spending from technical budgets
• Be the Council’s expert witness as and when required

The post holder will have excellent knowledge of the wide range of public open space assets including play and outdoor sport infrastructure, management of grounds and green spaces, allotments, cemeteries and health & well-being to be able to identify opportunities and build into a new Green Space Asset Management Action Plan which will set out Council priorities for the coming 10 year period.

Essential Criteria:
• Degree, HND, or equivalent in an appropriate discipline
• Considerable post-qualification experience in a relevant discipline
• Experience of policy development with regard to public open space assets, co-ordinating and delivering open spaces related programmes, projects and budgets to meet clearly defined outcomes and outputs
• Knowledge and experience of public open space management in a local authority context and the role that public open spaces play in the community and an understanding of their economic impact on public space and health and well-being
• Proven track record in a relevant discipline, particularly developing good working relationships across a wide range of service areas, with communities and volunteer Friends Groups, external customers and other stakeholders as part of developing policies and in effective service delivery
• Proven track record in the delivery of projects within set budgets and timescales (able to work to deadlines as well as being able to work as part of a team
• Experience of writing strategies and/or technical reports, for fellow professionals along with other stakeholders such as elected members/councillors and the public

Desirable Criteria:
• Knowledge of local government structure, process, rules and regulations
• Professional project management qualification.
