Summary of Post

We are determined that South Gloucestershire will be a great place to live and work. Our Strategic Planning and Housing Division brings together planning policy, development management, housing enabling and economic development professionals together with responsibilities for delivering sustainable development in accord with the Councils adopted Core Strategy.

We are looking to recruit a Planning Officer to work in our Strategic Planning team on a limited term basis running until 31st March 2020. The post will work within the Development Management team dealing with minor planning applications and queries. Main Duties

The position plays an important role in enabling the Development Management Team to examine, process and evaluate planning and related applications. The post-holder would undertake site inspections, negotiations and preparation of reports to the committee or under officer delegation arrangements in order to implement the Council’s land use and transport policies through individual decisions in applications. They will be responsible for the planning and managing of their caseload with limited supervision. The post-holder would prepare written appeal statements, and present evidence at hearings, public inquiries and at court proceedings. The post-holder deals with general enquiries including pre-application advice efficiently and courteously. To liaise with work activities in other sections of the Council in connection with Development Management, for example planning officers (enforcement) regarding unauthorised development. To provide general assistance and cover for absent colleagues to ensure the efficient operation of the development control service. To assist in the formulation of planning policies and related documents.


Selection Criteria

Essential

1. You will have a degree or equivalent qualification, or equivalent relevant experience
2. You will hold or be working towards a relevant professional/technical qualification
3. You will have relevant practical experience; backed by evidence of appropriate specialist knowledge.
4. You will be able to determine your own priorities in dealing with competing workloads
5. Good verbal and written communication skills
6. You will demonstrate knowledge in the use of software packages including in house systems.

Desirable

The ability/skill to work methodically, logically, with precision and to deadlines.

Ability to be able to understand and use scaled drawings and maps.

Some relevant experience in the use of electronic mapping (GIS) and database systems would be desirable, or the demonstrable ability to learn these skills is essential.

Knowledge of legislation and current issues facing planning.

Well-developed communication, presentation and negotiation skills.


Additional Information

Use of vehicle:

The nature of the duties of this post will require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.
