This is an exciting secondment opportunity to lead the South Gloucestershire input into the West of England Combined Authority (WECA) review of transport authority functions.

The role is a 12 month secondment for 0.5 FTE to work in the WECA offices to take forward the project as outlined below.

Applicants should make sure they have support from their line manager in advance.

About the Project

A decision was taken by the WECA committee to review and centralise where practical the core WECA functions that are being delivered on behalf of WECA by the constituent councils and further to review the potential benefits and efficiencies that could be realised by reviewing the wider transport policy functions. In order to progress this work stream WECA have asked for each constituent council for a secondee to help move this project forwards.
Core Functions

The successful applicant will work with the Project Director at WECA to develop the project plan, scope, delivery process and implementation plan for the project.

The role will be required to work across both WECA and South Gloucestershire to gather information to inform the project and to work closely with HR leads within the council.

A key element of the role will be reporting progress to senior management within SGC such as the Head of Transport & Strategic Projects and the Head of Streetcare, Transport & Waste. Good communication skills will be required to provide updates within SGC and within WECA.

You will input to the work on all core functions under consideration, including Community Transport, Bus Information, concessionary travel, supported bus services and transport policy. However, it is proposed that authority secondees would each take the lead on one of the work areas.

Key knowledge, experience and skills

Knowledge of how local authority transport functions are delivered
Experience of working in multi-disciplinary teams
Ability to work collaboratively
Sound project management skills
Excellent communication skills

Essential Criteria:

• Educated to degree level or equivalent in a relevant subject (i.e. Transport Planning, Geography, Environmental Science, Civil Engineering) and relevant post qualification experience

• Relevant professional qualification, e.g. Membership of the Institute of Highways and Transportation

• A willingness to achieve continuing professional development through additional qualifications, attendance at courses, seminars, etc

• Experience at managing the technical functions for which the post holder is responsible

• Experience of working closely with internal and external partners and stakeholders to deliver cross cutting schemes

• A self-motivated, dependable, committed and determined professional, with an ability to earn the respect of peers and subordinates by example

• Possession of effective analytical/evaluative skills, and a high level of numeracy and IT literacy

• Experience of working with and advising Senior Managers, stakeholder groups, local communities and voluntary organisations to achieve mutually supportive objectives. Ability to construct effective working relationships at all levels, use initiative, identify and analyse key issues from available information, and problem-solve and informed make considered decisions taking account of corporate policies and political impact

• Experience of delivering presentations to internal (Committees, Senior Managers), external customers and organisations

• Ability to work under pressure, meet deadlines, and direct the work of a team

Proposed working arrangements:

In order to build unity and aid communication in the project team it is proposed that all secondees work Tuesdays and Wednesdays predominantly from the WECA office, the remaining half day being more flexible.

Secondees will continue to be employed by their respective authorities, including all terms and conditions, leave arrangements etc.

We are asking for expressions of interest no more than 2 sides of A4 (please see attached) which set out how you meet the criteria above and how your skills and experience, including specific examples, will be relevant for the delivery of this project based on the information provided above.
