We are looking for an enthusiastic and committed generalist Private Sector Housing Officer to join our team to deliver Disabled Facilities Grants and help us drive up standards in the private rented sector in South Gloucestershire.

This post is restricted to permanent and temporary employees of South Gloucestershire Council only.

This post is full time and permanent.

Summary of the Post

We are looking for a committed and enthusiastic Private Sector Housing Officer to work within the Private Sector Housing Team. You will be expected to:

You will be responsible for ensuring that statutory duties and Council policy relating to poor housing conditions, HMO licensing, Disabled Facilities Grants and other housing assistance through grants and loans are effectively and professionally actioned.

Deliver a risk-based private sector housing service involving both preventative and reactive actions. Preventative measures include grant delivery, inspections, interventions, campaigns and programmes. Reactive actions include the investigation and appropriate enforcement action in response to breaches of statutory requirements.

You will report to the Team leader, but will be responsible for managing your own caseload and keeping detailed records of all actions on the Councils Uniform database. You will have good investigatory and people skills which may require you to take enforcement action as necessary.

You may be required to assist with other areas of housing work, such as empty homes and home energy conservation, and take a lead in an area of work and support the Team Leader. The post may require you to work outside normal working hours as the need arises.

Main Duties

Survey homes having regard to the Housing Health and Safety Rating System and HMO standards and decide on the most appropriate course of action to improve conditions.

Where properties fall below required standards, provide advice and liaise with landlords/owners and tenants over the appropriate measures to bring properties up to acceptable standards.

Produce schedules of work required to ensure owners are aware of the repair and improvement needs of their property.

Where necessary to serve notices, take enforcement action and attend court as required.

Where enforcement action may result in the loss of a home, liaise with other agencies such as Housing Needs Team.

Inspect and licence HMO’s requiring a licence under the Housing Act 2004

Manage a case load of grants, providing a customer focussed service to ensure that high quality value for money adaptations are delivered to residents of South Gloucestershire. You will be expected to administer and oversee the complete grant process from the Occupational Therapists referral through to completion and payment of the grant.

Be responsible for the organisation of personal workload including maintenance of records, writing of letters and reports and work with other team members to ensure the targets of the team are achieved.

Contribute to the development, implementation, monitoring and review of the team’s service plan.

The post holder will be expected to take a lead on one or more functional/technical areas or projects with either a team or wider service focus, supporting the Team Leader with policies and procedures.

Selection Criteria

Essential

• Hold a degree in Environmental Health or equivalent or able to demonstrate an equivalent level of relevant knowledge in the private sector housing field.
• Experience in Disabled Facility Grants adaptation work.
• Experience in Enforcement work preferably in a housing field; including serving notices, producing witness statements and prosecution files and giving evidence in court or to tribunals.
• You will have a strong ability to communicate, influence and negotiate outcomes critical to service delivery, as well as the ability to translate technical issues to facilitate the understanding of non-technical audiences.
• Experience in private sector housing processes and procedures as well as a good understanding of the service delivery environment in order to provide excellent customer service.
• You will be able to manage your own workload, prioritise and respond to demands to ensure both customer satisfaction and legislative requirements are met.
• Computer literacy and good working knowledge of relevant software (Microsoft packages, CAD, Uniform or similar housing database)

Desirable

• Housing Health and Safety Rating System (HHSRS) qualified and experienced and competent in assessing properties including HMO’s in accordance with the HHSRS.
• You will be capable of or have experience in taking the lead in an area of private sector housing.
• A relevant post graduate qualification.
