Senior Children’s Centre Worker

Summary of Post

The role will be responsible for the day to day delivery, in person and through the Children’s Centre Engagement Workers, of early intervention and preventative services for families with children aged 0-5 in one of the Council’s Children’s Centres and through an outreach programme in other parts of South Gloucestershire. The services to be provided by the role holder include: information and advice to parents; planning and providing evidence-based programmes to meet identified needs; providing support to families to enable them to access childcare, adult learning and employment; designing individual programmes for families with specific needs; and offering opportunities for parents to be become involved in the running of the centre.

The role will supervise a small group of Children’s Centre Engagement Workers and the centre-based Advice and Administrative Assistant. The post holder will also be expected to contribute to an area of specialism within the wider Children’s Centre service team and the Preventative Services Team.

Main Duties

Carry out assessment of needs, providing advice and guidance to service users and their carers, in order to establish care plans where appropriate, ensuring that services are effective and meet legislation, regulations and codes of practice.

Review and monitor care plans and the quality of service provision, responding to changing needs and renegotiating service provision where appropriate.

Manage own caseloads or specific projects to ensure specialist inputs are obtained and effective outcomes achieved.

Responsible for the supervision of up to 3 fte Children’s Centre Engagement Workers, including PDPR, one to ones, performance management.

Day to day supervision of 1 fte Advice and Administrative Assistant

Supervise a small team on a day to day basis including allocations of casework, giving guidance, advice and feedback, ensuring that clear organisation and direction is provided and that all team members receive training support and development opportunities.

Support the delivery of designated areas of work by coordinating day to day operations and contributing to developing projects and processes.

Raise awareness of a range of care issues and their implications and carry out risk assessments where appropriate, in order to ensure that needs are assessed and appropriate action is taken.

Develop and evaluate reablement programmes as part of care packages ensuring that programmes to support independence are implemented.

Liaise and work with contacts from different sectors, including health and the voluntary sector, sometimes as part of a multi-disciplinary team, ensuring that communication is effective and that knowledge and best practice are shared.

Complete and present records and reports in accordance with professional and council guidelines.

Take necessary action in accordance with Safeguarding procedures in order to protect vulnerable people.

Make recommendations for significant budget spend ensuring that maximum value is delivered for the resources deployed and contribute to budget management or directly manage a small designated budget. This will ensure that the maximum value is delivered for the resources deployed.

Represent the Council’s interests ensuring that the Council’s position is advocated.




Selection Criteria

Essential

1. Professionally qualified, at NVQ4 or equivalent, or working towards a relevant professional qualification related to the provision of services to children and young people.
2. Significant working knowledge of early child development.
3. Relevant experience of working with vulnerable and disadvantaged families.
4. Knowledge of relevant legislation, regulations, codes of practice, processes and procedures
5. A proven ability to supervise and allocate work to others, monitoring their performance and taking corrective action
6. Well-developed interpersonal and communication skills to build relationships and engage successfully with colleagues, service users and partner organisations
7. A good level of general IT skills and the ability to use, or be trained in the use of, appropriate software packages, e.g. Microsoft office suite.
8. Demonstrating the Council's values and behaviours.


Desirable
1. Working knowledge of the Government’s ‘Troubled Families Initiative’.
2. Experience of working with families who have experienced domestic abuse, mental health issues and substance misuse.
3. Experience and knowledge of whole family work.

About the team

The Children’s Centre service team provides high quality support to families with children aged 0-5, with a particular focus on the most disadvantaged families, in order to reduce inequalities in child development and school readiness, parenting aspirations and skills and family health and life chances. The team intervenes as early and as effectively as possible to address those issues that are preventing successful outcomes for young children and, as a result, to reduce the number of children and families that require expensive specialist services. It operates across the whole of South Gloucestershire through six Children’s Centres based in the priority neighbourhoods.

About the wider section/function

The Children’s Centres operate within the Preventative Services section of Integrated Services for Children, Young People and Families. This also incorporates a Family and Young People’s Support Service (FYPS), providing targeted support to children, young people and families. The work of all these services is based on a model of early intervention and prevention that ensures that, where a child is at risk, intervention takes place as early as possible, shifting the emphasis from reacting to problems towards preventing them from happening. They use an evidence-based approach to supporting children and families and they implement integrated solutions to avoid duplication and improve impact. This is underpinned by the principle of “no wrong door”, whereby children and families receive the support they need regardless of their initial point of access.
