Internal - Senior Public Transport Officer - Expression of Interest

Summary of Post

The Public Transport Team is responsible for the delivery of a wide range of front line passenger transport services, both directly or procured and managed through a range of contracts with external operators or in partnership with other stakeholders including Community Transport Groups.
The Transport Services provided by the Team include supported public bus services, home to school transport and transport for other vulnerable young people or adults. The Team is also responsible for day to day operational public transport issues, including administering the concessionary travel scheme on behalf of the West of England Combined Authority.
The team act as the formal link between the Council and local Community Transport Groups.
The Team also operates and manages the Council’s in-house fleet of passenger carrying vehicles.
About the wider section/function
The Transport and Procurement Team is responsible for the following functions:-
• The provision and maintenance of the Council’s fleet of vehicles through the Fleet Management Team.
• The provision of transport services through the Transport Operations Team.
• Working in partnership with public transport operators to improve the quality of service provision.
• Acts as the Procurement Hub for E &CS including the management of the Street Care supply chain.




Key Responsibilities:

Assist in the management of, or supervise, a team ensuring team members receive clear organisation, direction and development.
Provide specialist accurate timely advice and information to a range of customers (partner organisations, employees, key stakeholders, departments, managers) in a range of formats ensuring policies meet legislative requirements and codes of practice
Support projects and improvement programmes in specialist service areas and support Council-wide initiatives to ensure that projects are completed on time, to budget and to required standards that wider agenda requirements are met e.g. Council initiatives, Government agenda requirements
In consultation with customers identify and provide training and information sessions so understanding of the area of expertise is enhanced
Engage, establish develop and manage relationships with customers so that quality standards and business needs are met and contract terms are fulfilled, maximising cost effectiveness, quality service delivery and ensuring time scales and budgets are adhered to.
Maintain a high quality and consistent services to customers where agreed standards are achieved across a wide range of services, Service Level Agreements are adhered to (if present) and ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact
Effectively research, analyse and recommend business solutions for the relevant service area.
Accurately and efficiently review and resolve any issues relating to budgets/financial information/resources for the area of specialism ensure that agreed targets are met, reports are prepared and delivered, data is managed effectively and corrective action is taken when necessary.




Selection Criteria

Essential

Experience of managing staff with responsibility for passenger transport operations activity.

Degree or equivalent academic qualification in a relevant discipline (e.g. Level 3 Certificate of Professional Competence in National Passenger Transport and National Road Haulage or equivalent) or equivalent relevant experience

Detailed knowledge of public transport legislation and regulatory framework for the provision of the service.

Proven supervision and effective performance management skills and the ability to achieve the most efficient and effective outcome for the Service

Good communication skills with the ability to work flexibly, responding to emerging situations in a calm and orderly way

Ability to collate and disseminate complex data to help shape decisions and establish a positive relationship with a wide variety of stakeholders.

A detailed understanding of financial information relevant to the role

Good IT skills with experience of the basic MS Office products but also experience of using more bespoke transport IT systems


Desirable

Management qualification e.g. Intermediate ILM (Institute of Line Managers) or NVQ level 3 Management.
