Internal Only: Streetcare Cleansing Chargehand

An exciting opportunity has become available for a Cleansing Chargehand to help in delivering key council services within Cleansing Services. The works are physical but varied and include all aspects of street cleansing within Street environments and other council maintained areas.

You will report to a Supervisor for line management but will have on site responsibility for a range of staff within an operational team including manual, semi-skilled and skilled operatives carrying out safety and compliance checks and recording data for performance indicators. The post is an operational role and the postholder will be expected to carry out the full range operational duties as necessary working as part of each team to deliver essential services to our customers. You will provide customers with job estimates for collections of household items and be responsible for coordinating the works schedules and staff roster to maximise performance and productivity .

Main Duties:
Undertake site visits to provide job estimates to customers for the clearance and collection of waste items.

Make day to day decisions associated with their routine operational tasks such as routing and prioritization of ad-hoc of tasks to gain maximum effectiveness and efficiency.

Organise and assist in the collection/clearing of detritus either mechanically or manually, emptying of dog waste or litter bins, opening closing and cleansing of public toilets, collection of fly tips, fly posting, dead animals and litter and collating evidence that might support future enforcement of illegal activities by the public

Adhere to all safe methods of work and relevant Health and Safety regulations ensuring that works are to a high standard.

Under the direction of the Supervisor the post holder will monitor operations for compliance to any policy standards, specifications and compliance to current risk assessments and HSE regulations.

The works involve working in public environment, so it is essential that the postholder is able to remain aware of their surrounding and that members of the public are taken into account in undertaking any works.

Undertake any relevant training which may be deemed necessary to the role.

Depending on duties, weekend work may be involved, for which the appropriate enhancement will be paid.

The post involves extensive driving requiring the postholder to hold a full UK/EU driving licence to a minimum category B for manual gearboxes.

Essential Criteria:

• Hold a relevant qualification to NVQ 3 or you will be able to demonstrate considerable experience in a similar role.

• Relevant practical experience acquired through training or on the job experience and be able to demonstrate your development through undertaking progressively more demanding work roles.

• Some experience of supervising workers.

• Ability to deal with both members of the public and colleagues in a courteous and helpful manner.

• Full driving licence to at least category B for manual transmission vehicles you will need to be competent to drive vehicles up to maximum 3500kg MAM.

• Have a flexible approach to work and be able to demonstrate your ability to work to strict deadlines.

• You will need to be physically fit and able to work outdoors in inclement weather throughout the year. (As described in Personal Attributes)

• Able to accurately maintain and update records and information.

• Work as part of a team contributing to effective service delivery.

Desirable Criteria:

• Hold a Category C1 or C1 +E driving licence.

• Current Certificate of professional Competence (CPC)

• Demonstrate knowledge of relevant legislation, regulations and codes of practice as well as experience of relevant processes and procedures.

Additional Information:
• The post holder will be working in an outdoor environment in all weathers
• The post requires extensive manual handling that might typically be associated with amenity landscape maintenance including lifting and moving awkward bulky loads such as cuttings and tree sections across uneven surfaces found in open spaces environments as an individual or team lifts.
• You may be required to with work within cemeteries, live carriageways, public open space, footpaths and areas of uneven ground.
• The job involves periods of standing and/or walking across uneven ground
• Loading and un-loading of bulky items such as household white goods etc either as an individual or as a team lift.
• Working with or near to mobile plant, powered hand tools, trucks and commercial vehicles.
• Contact with petrol, diesel oils, lubricating oils, herbicides and pesticides, vehicle fumes, plant materials and other substances that might reasonable be found in the Street cleansing environment.
