Summary of Post

This post is restricted to permanent and temporary employees of South Gloucestershire Council.

It is available as an internal only 12 month secondment opportunity, which will require your line manager’s approval.

The post holder will provide senior leadership, direction and co-ordination of major departmental change projects encompassing both departmental, corporate and those relating to inter-organisational change particularly with the CCG and NHS providers.

The post holds a strong focus on complex change management including organisational design and workforce change. Where required, the post holder will also manage and lead individual projects. The post holder will be required to lead on the organisation design of the Looking Forward programme and its implementation to ensure required outcomes are achieved. In doing so the post holder will need to take account of a complex range of dependent and interdependent change initiatives internally and across the STP footprint.

Main Duties

• Lead on design and implementation of the organisation design of the Looking Forward Programme
• Lead on design and management of stakeholder engagement
• Lead on design and monitoring of activity to embed process and practice change across service, department and partners to effective required outcomes
• Developing and enhancing the complex partnership structure that underpins policies and plans, both corporate and departmental.
• Maintaining an overview and ensuring that policies and plans are in place and actively delivered and reporting on performance.
• Respond to policy changes, national and local, in social care and the NHS
• Hold responsibility for ensuring that all project focussed activity within the service is organised and delivers to a high standard, including effective mechanisms for citizen and customer engagement and consultation.
• Contribute where appropriate to corporate initiatives, including senior level representation of the department.


Selection Criteria

Essential

Extensive experience within a senior management environment in managing and leading projects in areas such as organisational improvement, project/programme management and other similar initiatives.

A strong understanding of Health and Social Care context

Excellent problem solver, working with teams and individuals at all levels to identify the most appropriate long term strategic solution. Working within continually changing parameters, deadlines and targets, having to communicate, persuade and influence a wide audience. Able to deal with contentious issues and manage working relationships and will need to be a strong decision maker, adopting a flexible and pragmatic approach as necessary. Able to manage a demanding workload and prioritise accordingly.

You will hold a relevant degree or an equivalent level academic qualification or have equivalent relevant experience.

A strong understanding and experience of organisation design, organisational improvement, value for money and project/programme management principles and practices.

Excellent communication, influencing and analytical skills with an ability to ensure that programmes achieve desired outcomes. Able to foster and promote a strong working relationship between key stakeholders and partners.

You will be able to deal with confidential and highly sensitive issues.
