Integra Schools Finance Officer

Summary of Post

Integra Schools Finance provides a specialist, professional support service covering all areas of financial management to enable schools to fulfil their statutory obligations and strategic functions. The service is commissioned directly by schools.

The post holder is allocated a portfolio of schools (customers) and through visits and office based support, provide School Business Managers, School Finance Staff, Head teachers and Governors with budget setting and budget monitoring support in addition to giving advice and guidance on all school financial matters. The support is typically provided through a range of subscriptions to local authority maintained schools in South Gloucestershire.

The small team of Schools Finance Officers work under the general direction of the Schools Finance Team Leader.

Main Duties

The main duties of the School Finance Officer will include:

Taking responsibility for supporting and advising a number of schools through structured on-site visits, office based support and prompt follow-up on queries to ensure the effective financial management of school resources. This may include attending meetings of managers and/or School Governors as required (including evenings).

Ensuring that schools and budget holders understand and comply with South Gloucestershire’s accounting practices and procedures.

Using budgeting and accounting software to provide budget modelling and basic information (for example pay rates) to assist schools with their budget setting and monitoring. This includes advising schools on recovery plans and staff reduction arrangements as appropriate.

Establishing good working relationships with customers which will enable our high levels of customer care to be maintained and lead to strong standards being established and developed at all levels.

Handling queries via the helpdesk on a rota with other members of the team providing advice and support, and taking ownership for responding to and/or resolving queries and requests from initial contact with the customer.

Providing financial training and support direct to School Business Managers, Finance Admin Staff, Head teachers, and Governors in school as well as leading training for a number of schools.



Selection Criteria

Essential
Qualified to Association of Accounting Technician level or working towards it, or hold a School Business Manager Qualification (for example level 4 Diploma in School Business management (formerly CSBM))

Full knowledge of the financial requirements of local authority schools and academies including budget setting and monitoring. E.g. with experience of working at an appropriate level in an educational establishment, a local authority finance department or another organisation supporting schools financially.

Good interpersonal, communication and customer care skills to be able to quickly build and maintain relationships with school staff and team members.

Experience of working well within a small team, working flexibly and managing your own time effectively.

Proficient use of IT, including spread sheets to an advanced level, word processing, presentation and email and experience of using an accounting system and/or specialist in-house software.

Preparing financial reports and presenting them to an appropriate audience clearly and concisely, demonstrating good literacy, numeracy, IT and report writing skills.

The ability to demonstrate clear and logical thinking in assessing challenges and problem solving with the ability to work well under pressure whilst ensuring deadlines are met and standards are maintained.

Experience of using computerised databases and monitoring systems, for example CIVICA

Exercise tact and discretion when dealing with confidential information owned by the school.


Desirable

Experience of preparing course information and ability to train others (as a group and one to one) and also to lead and facilitate training.

Knowledge of South Gloucestershire finance procedures and their reporting requirements for budget production and monitoring.

Knowledge of academy conversion, finance and reporting requirements.

Use of a vehicle: the nature of the duties require you to travel on Council business on a regular basis to schools, council sites and other locations. You must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business.


Salary: H7 £28,758 - £31,371, pro rata to hours and weeks worked

Hours: 37 hours per week, term time only + 10 days.
