Summary of Post


This role controls input, identifies errors and/or omissions and balances and reconciles each payroll. It is responsible for sending payment transactions via the Council’s BACS bureau, including salary payments, pension contributions, tax and national insurance contributions, and other third party payments deducted from individual salaries. It is also responsible for maintaining control processes to monitor the recovery of incorrect and/or over payments.

The role is responsible for the co-ordination of the council’s multi-customer payroll service and timetabling the payroll processing to ensure that internal and external payrolls are prepared and run on time.

It is also responsible for maintaining control processes to monitor the recovery of incorrect and/or over payments.

This role co-ordinates the administration of staff salary sacrifice and loan schemes and the reimbursement of travel, relocation and other employee allowances.

The post supervises up to three members of staff.

Main Duties

Assist in the management of, or supervise, a team ensuring team members receive clear organisation, direction and development.

Provide specialist accurate timely advice and information to a range of customers (partner organisations, employees, key stakeholders, departments, managers) in a range of formats ensuring policies meet legislative requirements and codes of practice

Support projects and improvement programmes in specialist service areas and support Council-wide initiatives to ensure that projects are completed on time, to budget and to required standards that wider agenda requirements are met e.g. Council initiatives, Government agenda requirements
To act as the Council’s Lead Officer with regards pensions and admitted body status.

In consultation with customers identify and provide training and information sessions so understanding of the area of expertise is enhanced

Engage, establish develop and manage relationships with customers so that quality standards and business needs are met and contract terms are fulfilled, maximising cost effectiveness, quality service delivery and ensuring time scales and budgets are adhered to.

Maintain a high quality and consistent services to customers where agreed standards are achieved across a wide range of services, Service Level Agreements are adhered to (if present) and ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact

Effectively research, analyse and recommend business solutions for the relevant service area.

To apply professional support to council projects and initiatives and help formulate policy and procedures.

Accurately and efficiently review and resolve any issues relating to budgets/financial information/resources for the area of specialism ensure that agreed targets are met, reports are prepared and delivered, data is managed effectively and corrective action is taken when necessary.

Undertake such other duties that are commensurate with the grade of this post.


Selection Criteria

Essential Criteria

The post holder will have extensive relevant experience in Payroll, Pensions and Superannuation, and be able to demonstrate professional competence

The post holder will have a relevant degree and/or professional qualification or have equivalent relevant experience

The post holder will be able to demonstrate previous experience contributing to the development of processes and procedures and leading projects and initiative.

The post holder will have well-developed interpersonal skills, be able to influence and communicate effectively with stakeholders and customers.

The post holder will have developed good literacy and report writing skills and be able to prepare payroll and costing reports.

The post holder will have considerable experience of working large, complex, integrated HR/Payroll systems, including self-service functionality. You will be able to provide advice and guidance and offer recommendations to achieve appropriate outcomes.

The post holder will possess good analytical, numeracy and reasoning skills

The post holder will be able to work flexibly, cope with competing demands through good time management and work under pressure.

The post holder will be able to demonstrate an excellent level of general IT skills and the ability to use appropriate specialist in-house software packages. A working knowledge of Resource link is essential.

The post holder must have previous experience supervising and developing small teams.
