South Gloucestershire Council is seeking a motivated and enthusiastic apprentice to join the Licensing Team.

As an apprentice you will learn and develop knowledge of responding to service and customer requests, queries or complaints, seeing through queries and advising those involved of actions taken. You will be working with both internal and external stakeholders, members of the public, local and parish councillors, applicants, licensees, developers, businesses and other organisations. This will involve travel throughout South Gloucestershire.

You will process and provide support in the delivery and determination of requests for service, enquiries, applications, complaints and any subsequent appeals as relevant to the specific service area. This may include fee calculation, collection of personal information data and undertaking of consultations with statutory bodies, responsible authorities and third parties.

As an apprentice you will also learn how to maintain budgetary control records, prepare official orders, raise and process invoices in accordance with Council/Departmental policy to ensure Service Managers have access to accurate financial information.

You will receive guidance and supervision from your workplace supervisor. You will also have a workplace mentor to support you. This is a limited term contract for 19 months, where you will undertake a Level 4 Regulatory Compliance Officer apprenticeship with class based learning taking place in either London or Reading, every 2 months.

Please note that you will be expected to undertake a basic skills assessment as part of the selection process.

Main Duties

•To identify non-compliance and apply educating methods to ensure compliance within a specific area following departmental and Council policies, regulations and codes of practice. Ensure notification to customers of the result and giving relevant advice as appropriate.
•Contribute to team working ensuring that colleagues are supported and team work is effective and when relevant guide less experienced staff.
•Accurately record the details of allocated issues and queries and link to the relevant legislation, regulations, local policies and codes of practice and provide data for evidence of enforcement and compliance,
•Plan, organise and prioritise own daily work routine and non-routine tasks making sure that work is completed to set time scales.
•Provide general or specific, technical advice which is clear, accurate and quickly given to customers on applying procedures within the field of services. Refer any complex issues and check that customers understand the responses given
•Provide accurate reports, verbally or written, in support of enforcement activity and appear in hearings as the Council’s witness as required.

Selection Criteria

To enable us to shortlist in a fair and unbiased way it is absolutely vital that you provide us with sufficient information to demonstrate how you meet or exceed the criteria outlined in the vacancy description. •Ideally hold a minimum qualification in GCSE English and Maths at grade C or 4 and above, or be willing to undertake and gain Functional Skills in English and Maths as part of the apprenticeship.

•A ‘Levels in any subject or BTEC equivalent.

•Good IT skills in the use of computer packages, such as Microsoft Office, Outlook, Word, Excel and Powerpoint.

•Good communication skills with the ability to provide good customer service

•Have a self-development attitude, can do work ethic and commitment to completing your apprenticeship as well as your employment.

•Self-motivated, organised and able to manage your own time well.


•Good numeracy skills.
•Webpage development skills.

Interviews will be held on Friday 4th October 2019.

Please note that you will be expected to undertake a basic skills assessment as part of the selection process.

You need to ensure you are able to get to place of work each day, which is predominantly Broad Lane Depot, Engine Common Lane, Yate, Bristol, BS37 7PN.

You also need to ensure you are willing to travel and attend the class based learning in either London or Reading, of which the Council will cover the cost of travel.

This is a limited term contract for 19 months.
