Further information

You will work to recruit high quality foster carers and adopters. You will be the first point of contact for all initial enquiries from the public and provide an initial response.

You will also organise recruitment activities, events and campaigns to promote the Fostering and Adoption Service and encourage the recruitment of carers. You will co-ordinate the completion of statutory checks and a timetable for the preparation of applicants for pre-approval training and assessment.

In addition, you will design, develop and ensure production and distribution of recruitment and promotional materials including the placement of advertisements and other media to attract enquiries from prospective carers.

With administrative support, you will work with others in the team to design, implement and review recruitment and marketing strategies focused on finding the right placements for the children we look after.

Main Duties

Research, analyse and evaluate information which may include legislative and regulatory areas to enhance decision making.

Provide good technical advice to customers ensuring that procedures and good practice are shared.

Support the delivery of designated areas of work by co-ordinating day to day operations and contribute to developing projects and processes

Ensure customers are well informed and that information provided is useful, relevant and given on time.

Contribute both to the monitoring of projects and reporting on cost effectiveness and quality standards and to the establishing, implementing and reviewing service standards and performance measures.

Ensure that accurate records are developed and maintained and that this information is assessed and analysed.

Establish good working relationships with customers which will lead to strong standards being established and developed at all levels.

Communicate changes in policy and working practice to keep customers up to date and ensure all procedures and systems are updated accordingly.

Maintain high quality and consistent services to customers. Ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact with the customer

Provide an effective administration service ensuring that documents are prepared and issued and where appropriate returns are received and analysed.

Selection Criteria

You will hold or be working towards a relevant professional/technical qualification or be able to demonstrate an equivalent level of relevant knowledge.

You will have or be able to achieve a good understanding of local government and will have worked in a similar service area with experience gained in a marketing, public relations or human resources environment with a comprehensive working knowledge of the components of effective marketing and recruitment strategies including knowledge of legislation relevant to advertising and recruitment.

Demonstrable experience of organising conferences, publicity events and campaigns, including networking with Press and other media.

You will have well developed interpersonal and communication skills to build relationships and engage successfully with contacts and customers.

You will be able to work with competing demands and deliver to deadlines with demonstrable experience of meeting service standards and targets. The ability to work to timescales, using own initiative or as part of a team with both internal and external partners.

Demonstrable ability to produce targeted advertising, press releases and other copy in a variety of formats.

You will be able to undertake effective research and present findings in a clear, concise format.

Experience of monitoring and reviewing plans with an ability to implement and ensure quality assurance in respect of all activities.

You will have experience of working flexibly in a team and across different areas of activity.

Proven ability to produce coherent and accurate written reports and records. Excellent IT skills including databases and monitoring systems.

Willingness to sometimes work outside normal working hours on a planned basis e.g. Promotional and Recruitment events


Knowledge of associated areas relevant to the work group e.g. Fostering and Adoption

Experience of interviewing by telephone and face to face.

Please note that it is a requirement of employment that an enhanced Disclosure and Barring Service (DBS) check is obtained for this post. This means that you must declare any criminal convictions, cautions, reprimands or final warnings unless these are ‘protected’ as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) order 1975 (as amended in 2013).

This is a 12 month limited contract.
