Overview and Scrutiny Officer

Fixed Term Contract until 30 May 2023

This is an exciting opportunity to join the Democratic and Member Services section in delivering professional advice and guidance on all aspects of Overview and Scrutiny.

The role will focus on providing strategic support to the Overview and Scrutiny function of the Council, to support the Scrutiny Commission in striving for good scrutiny practices and innovation which adds value and makes a difference to the Council and communities within South Gloucestershire.

You will be responsible for the delivery of the programme for scrutiny through the Scrutiny Commission and task and finish groups. This will involve research and analysis, writing reports and forward work programmes, project management and the building of effective working relationships with a range of stakeholders of the overview and scrutiny function.

You will need to be highly motivated with exceptional organisation and communication skills and a good understanding of local government working and political sensitivity.

Previous experience of working as an overview and scrutiny officer or as a democratic services or policy officer is desirable but not essential.


Significant previous experience in the field of scrutiny and/or committee administration in a similar sized organisation.

Good understanding of the governance arrangements and the respective roles of Executive members, Scrutiny Commission members, other frontline councillors and officers.

Degree of equivalent or appropriate professional qualification such as the Post Graduate Certificate in Overview and Scrutiny or the Certificate in Democratic Services Practice.

Experience of overseeing projects/work programmes or of working as a senior member of a team delivering projects/work programmes.

Experience of policy, research and/or performance review work in a public sector or comparable role.

Excellent communication and interpersonal skills with the ability to provide high level advice to a variety of audiences whilst ensuring that the requirements of the law and constitution are met.

Ability to advise and work closely with elected Members and senior officers, demonstrating appropriate influencing and negotiating skills.

Ability to communicate effectively and clearly in both written and oral forms engaging and retaining the interest of a wide variety of audiences.

Possession of analytical skills that contribute effectively to the identification of developments and trends, prioritisation and problem solving.

Ability to organise workload to meet deadlines and agreed standards within an environment of often competing priorities and demands on your time.

Excellent IT skills and the ability to use computerised office systems including Microsoft Word, Excel, Powerpoint.


Project management training and/or a recognised project management qualification.

The role will involve regular travel between South Gloucestershire council offices and may require attendance at events further afield. Hours of work will include evenings and occasionally weekends.
