Managing and leading a team of Data & Information Analysts responsible for the area’s Education returns, the Troubled Families SEN2 and AP Census returns, you will ensure that statutory and voluntary returns are complied with and are submitted to the Department for Education, Ofsted, and other regulators by due dates and to a high quality.

You will develop and lead the development and delivery of strategies for the provision and use of management information in the functions set out above. This includes data analysis and presentation to support policy formulation, decision making and reporting of performance measures and benchmarking, as well as the development and delivery of data to support financial monitoring and service planning and improvement. You will also advise commissioners on the effective performance monitoring of contracted and commissioned services, and support the delivery of the JSNA

You will ensure that the collection, collation, analysis, and dissemination of data, management information and performance measures meet the needs of our managers, members and partners in terms of content, timeliness and quality.

Utilising data quality reports, you will direct their own and their team’s resources towards preventative and reactive actions in order to improve data quality issues and prevent re-occurrence.

You will therefore hold a key responsibility in ensuring the integrity of data, including pupil tracking data submitted form schools into our systems via B2B interfaces.

Main Duties

Manage and motivate a team of staff and oversee performance monitoring, recruitment and provide guidance ensuring team members receive performance feedback and advice, development opportunities and that a highly competent, creative and participative culture is maintained.

Provide expert advice to customers (councillors, departments, managers) who receive clear guidance and information and also ensure that council activity is lawful.

Produce information reports and analyse complex data for customers so that customers receive accurate, up to date reports and data that fulfil statutory requirements.

Set targets, monitor performance and review potential changes to systems to ensure services and/or projects are delivered successfully.

Work closely with suppliers and partners to negotiate and manage projects that meet business needs and service standards.

In consultation with customers identify and provide training and information sessions so understanding of the area of expertise is enhanced.

Maintain high quality and consistent services to customers ensuring that agreed standards are achieved across a wide range of services and Service Level Agreements if present, are adhered to. Ownership is taken for responding to and/or resolving queries, complaints and requests from initial contact with the customer.

Review and resolve any issues relating to budgets, financial information and resources for your area of specialism so that agreed targets are met, reports are prepared and delivered, there is efficient use of Council resources, data is managed effectively and corrective action is taken when necessary and value for money is maximised

Selection Criteria

Educated to degree standard, preferably one with statistical or significant numerical and/or computing content, or have substantial experience in a similar role.

Have substantial technical and management experience in data analysis in a large complex organisation, including the use of large relational databases.

Significant advanced-level experience in using reporting and analytical software (e.g. Business Objects, SQL reporting, Crystal Reports, SPSS, MapInfo) and high level Excel skills (or similar). You must also have significant experience and high-level expertise in analytical and research skills and techniques, including the manipulation of large amounts of statistical data from complex databases

Be able to show a high level of knowledge of the strategic and performance priorities of the CAH department and education functions, including the demands of their respective inspectorates and central government departments, as well as a sound knowledge of Information Governance and data sharing policy and practice.

Substantial management experience, and knowledge of setting and managing strategic objectives into team plans individuals’ targets and one to ones, and the ability to manage resources flexibly to meet changing demands and priorities

Have well-developed communication skills and be confident in presenting and explaining results clearly and succinctly to senior managers and members both verbally and in writing.

You must demonstrate the ability to use the data and your skills to inform and influence decision making and persuade future behaviour, including the development of options and recommendations and the presentation of these in formal reports.

You will be able to effectively bridge the communications gaps between managers and staff within the schools and other settings, and our requirements for timely and accurate data from them, including improvements to these over time.

You must be able to demonstrate the ability to effectively project manage the delivery of timely and accurate statutory returns to Government, as well as being able to effectively manage and prioritise daily demands for management information, working in conjunction with those requesting it

Experience of having introduced and developed performance reporting and management strategies in a complex environment including effective engagement with users and senior managers and external partners. This will include an awareness of the change management issues associated with the introduction of new strategies, techniques or technologies, and of managing and prioritising demands within restricted resources and fixed timescales


Relevant managerial experience in a similar role in local government, health or education

A recognised management qualification

Training and qualification in a recognised project management methodology, such as Prince 2

Use of a vehicle: If the nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.
