Summary of Post

We are determined that South Gloucestershire will be a great place to live and work. Our Strategic Planning and Housing Division brings together planning policy, development management, housing enabling and economic development professionals together with responsibilities for delivering sustainable development in accord with the Councils adopted Core Strategy.

We are looking to recruit FIVE Planning Assistants to work in the Development Management team – one of the posts will be a permanent position and 4 posts will be on a Limited Term Contract until 31st August 2020. The posts will work within the Development Management team dealing with pre-application advice requests, permitted development enquiries, minor planning applications and queries.

Main Duties

To deal with all general enquiries including pre-application advice relating to planning legislation, site histories, current applications and other planning matters made by members of the public in person, by telephone or through correspondence.

To examine, process and evaluate minor planning and related applications, including site inspections, negotiations and preparation of reports to the committee, or reports under the officer delegation arrangements.

Liaise and co-ordinate work activities with other sections and divisions of the directorate, and outside bodies including statutory undertakers and government departments in connection with all development control matters.

To liaise with the planning officers (enforcement) regarding unauthorised development.

To provide a support service to the planning officers.

To provide general assistance and cover for absent colleagues to ensure the efficient operation of the development control service.

To contribute to initiatives to achieve a customer focused service, designed to be proactive and add community value to the development control process.

Selection Criteria

Educated to degree level or equivalent preferably in Town Planning. If not in Town Planning, knowledge/experience of development control objectives, procedures and planning law, plus willingness for further training.

Alternatively - Substantial equivalent practical experience of working in front line customer service delivery demonstrating the personal skills and competencies listed below.

Exemplify the Council’s values and behaviours.


The ability/skill to work methodically, logically, with precision and to deadlines.

Ability to be able to understand and use scaled drawings and maps.

Some relevant experience in the use of electronic mapping (GIS) and database systems would be desirable, or the demonstrable ability to learn these skills is essential.

Knowledge of legislation and current issues facing planning.

Well-developed communication, presentation and negotiation skills.

Additional Information

Use of vehicle:

The nature of the duties of this post will require you to travel on Council business on a regular basis, so you must either have a current driving licence or have access to appropriate means of travel.

If you use your own vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Interviews are likely to be held around late August (dates to be confirmed). At the interview we will discuss any preference for the permanent or Limited Term positions.
