Principal Planning Officer

Summary of Post

To be a principal development Management Officer to assist in the delivery of the Council strategic applications within the Strategic Major Sites Team to ensure a professional and customer focused service is provided to the residents of South Gloucestershire.

Main Duties

The Strategic Major Sites Team is a multi-disciplinary team which has responsibility for the development of the detailed policy framework to achieve the Council’s aspirations for its strategic development sites. The team also evaluates and brings forward for development the determination the major strategic planning application relating to these sites. The team includes development management officers, urban designer, new community development officer, ecologist and landscape officers.

The post holder will -

Interpret performance management data; and day to day supervision of staff; when necessary deputising for the Strategic Major Sites Team Manager and handling concerns, complaints and FOI requests in accordance with Council Procedures and time scales.

Undertake professional work tasks relevant to their area of professional experience and expertise, managing and supervising complex projects, and making decisions or recommendations as appropriate under the Councils scheme of delegations. This is likely to involve consultation; coordination of relevant parties; negotiation; formulating reports and recommendations for formal determination in line with the Councils procedures.

Will be required to present evidence on behalf of the Council at major appeals; and represent the Council externally in other forums/partnership bodies.

Selection Criteria

Essential

Appropriate Degree relative to Town and Country Planning.

Full Membership of the Royal Town Planning Institute or other relevant professional body.

Substantial experience of working to plan and deliver activity in relevant services in order to meet statutory requirements within the service areas.

Comprehensive knowledge of the relevant legislation and regulatory framework for the provision of the Development Management service.

Experience of negotiation, organising effective consultation and participation with representatives of the public, community groups, the business community and other interested parties.

Exemplify the Council’s values and behaviours.

Desirable

Relevant post-graduate qualification and/or management qualification.

Experience of managing staff.

Use of a vehicle

The nature of the duties of this post will require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Salary: £39,002 to £41,846
