Residential Care Officer

Vinney Green Secure Unit offers young people a safe, caring environment, where they will experience quality care, education, vocational and life skills training. Your part in the programme will be to help young people develop the values, skills, knowledge, self control and direction that will enable them to return to the community on a more positive and purposeful way.

You will provide on-going care, supervision and control of young people resident within the Unit within the framework of the regulations, which govern secure accommodation. You will oversee all aspects of security and ensure procedures, routines and recording functions are carried out and to work effectively as part of a team and follow operational instructions which ensure the smooth running of the facility.

We have a number of full time, part-time and casual vacancies for this post, including weekdays, evenings and weekends. You will be willing or have completed a Level 3 Diploma in Residential Childcare. You will have excellent communication skills and be physically fit enough to carry out Restrictive Physical Intervention techniques for which full training will be given.

The salary for a full-time position is £21,074-£23,866 per annum plus an additional Secure Unit allowance of £2,284 per annum and enhancements for Sunday and Bank Holiday working (pro rata for part time/ casual posts).

You will work an average of 37 hours per week, following a designated shift pattern working between 07:30am and 10:30pm.

Main duties

To ensure that this security of the Unit is maintained at all times: preventing absconding or any attempt to escape; ensuring young people are appropriately and securely locked within their own designated areas at the correct times; and undertaking room searches as required.

Contribute to the protection of young people from abuse including bullying and intimidation by others.

To undertake the care, supervision and control of young persons resident in the Unit, assisting in the identification and assessment of their problems, needs and potential.

To contribute to the formulation, implementation and evaluation of individual residents programmes and maintain appropriate records.

To establish good, professional relationships with young people who display high risk and often challenging behaviour and to model pro-social behaviour.

To organise, plan and oversee individual and group activities, designed to enrich the young people’s experience at VGSU.

Support young people experiencing change in their provision of care, via induction into the unit and preparation for leaving.

Set and maintain appropriate limits on young people’s behaviour and create opportunities for them to develop more positive behavioural responses, promoting pro-social conduct.

Enable young people to make use of available services, opportunities and information.

Support children and young people to maintain their personal hygiene and appearance and to maintain acceptable standards in their living environment.

Liaise with a variety of interested agencies and parties including appropriate recording of actions.

To contribute and participate in the education of the young people, including the assisting with in-class studies and homework.

To escort young people on mobility programmes and other such external visits as required.

To undertake training and development activity, including achievement of the Level 3 Diploma programme within an agreed timescale.

After appropriate experience and under supervision to undertake key working responsibilities in order to fulfil the practice requirements of the Level 3 Diploma.

To assist in the compliance of Health and Safety regulations, including ensuring the maintenance of fire precautions, fire drills and familiarisation of evacuation procedures.

Selection Criteria

Essential Criteria

You will, if not already qualified, be committed to completing the Level 3 Diploma in Residential Childcare, demonstrating your ability to work to a satisfactory written standard in order to achieve this mandatory qualification within an agreed timescale.

You will possess excellent communication skills (both written and verbal) in order to record and communicate essential information. This will include the use of basic computer packages such as MS Word and MS Excel.

You will have an understanding of the demands of working with young people who may have complex needs and to be able to deal with these in a non-judgmental manner.

Exemplify the Council’s values and behaviours.

Desirable Criteria

A professional childcare qualification such as DipSW, CSS, CQSW or CRCCYP.

Previous experience of working in a secure setting, or working with young people who present challenging behaviour.

Experience of working in a multi-racial environment, or of working with people from other minority ethnic groups.

Use of a vehicle

The nature of the duties of this post will require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Special Notes or Conditions:

It is essential that you are fit to carry out Restrictive Physical Intervention techniques for which full training will be given.

Candidates must be able to work shifts, weekends and bank holidays. All days are considered working days and shift times cover the hours of 7.30am to 10.30pm.

Annual leave must be taken in conjunction with the needs of the secure service.

A Secure Unit is a closed facility and movement is governed by the controlled unlocking of electronic doors.

The environment can become tense and anxiety provoking given that young people are detained.

Young people can present physically threatening behaviour.

Surveillance cameras are in use in most areas of the building.

Once on duty, there will be no opportunity to leave the building.

VGSU is a no smoking environment, and there is no provision to facilitate smoking.

Staff will be expected to adopt an appropriate and safe standard of dress (including jewellery).

Staff’s personal belongings are required to be left in a provided locker on entry into the building.

A Secure Unit Allowance is payable in recognition of the ‘closed’ nature of the facility.

This post is also subject to a medical clearance, which is satisfactory to management.

In the future there may be a requirement to undertake further physical fitness checks.

This post is subject to a Disqualification from Working with Children declaration.

There is a requirement for staff to make a monthly contribution towards the beverages provided by the unit, which is deducted at source.
