South Gloucestershire Council are seeking a motivated and problem solving apprentice to join the Revenues & Benefit Service within the Finance & Customer Services Division.

Under the general guidance of the Senior Revenues & Recovery Officers, you will learn all the work associated with determining Council Tax, Business Rates liability and Recovery, including appropriate enforcement action in accordance with legislative requirements and working practices and procedures of the section.

You will also learn how to:

•Assess entitlement to and undertake reviews of all discounts, disregards reliefs and exemptions

•Determine the most appropriate enforcement action to be taken, investigate the whereabouts of debtors, take action on maintaining account arrangements, be proactive in taking telephone payments, issue relevant documentation, interview customers and answer recovery calls

•In accordance with council procedures, working practices, Council Tax/Business Rates legislation and case law.

You will complete a Level 4 Revenues and Welfare Benefits Practitioner Apprenticeship with The Institute of Revenues Rating and Valuation (IRRV), over a period of 19 months.

Main Duties

Support customers with specific service processes and procedures ensuring that clear information and guidance is provided or the issue is referred and act as a main point of contact for the service area as required.

Support the delivery of specialist processes and procedures ensuring that all customers receive an effective, functioning service and information is provided.

Liaise with customers ensuring that service activities are supported, routine problems are resolved and alternative courses of action are recommended if necessary.

Collate and maintain records, databases and documents and analyse information to ensure accurate statements are produced and data is retrieved from computerised systems and interpreted.

Accurately record and also assist in the monitoring and maintaining of budgets/financial information/resources.

Selection Criteria

To enable us to shortlist in a fair and unbiased way it is absolutely vital that you provide us with sufficient information to demonstrate how you meet or exceed the criteria outlined in the vacancy description. •You will have 3 GCSE’s grades C or above or equivalent qualification or willing to work towards gaining Level 2 in English and Maths. Numerical skills are important in this role because of the nature of assessing, collecting and recovering local taxes.

•Be able to use initiative and judgement to resolve day-to-day problems

•Excellent written and verbal communication skills

•Good IT skills in the use of computer packages, such as Microsoft Office, Outlook, Word, Excel and Access.

•Excellent numeracy skills


•Higher level maths qualification (A’Level)

•An understanding and awareness of welfare benefits

This is a limited term contract for 19 months.

Salary: Hay Grade 12 £17,007 per annum
