Post 1 - 1 x SENIOR FINANCE OFFICER (Children)

The Senior Finance Officer Funding post plays an important role in supporting the Department for Children, Adults and Health. Under the direction of the Finance Business Partner, the Senior Finance Officer supports the delivery of a range of quality and cost effective financial management and financial support services. This role primarily supports the process of allocating and monitoring of the Dedicated Schools Grant (DSG) to support Schools, High Needs and Early Years Funded areas. You will need to be a confident communicator, interpret and present complex data and be prepared to work collaboratively with both finance and non-finance colleagues.


Post 2 – 1 x SENIOR FINANCE OFFICER (Capital)

The Council has an ambitious and rapidly expanding capital programme which includes joint ventures with the West of England Combined Authority, Network Rail and the Environment Agency, together with the responsibility to create sufficient school places for the resident population which will continue to strengthen the economic outlook for the region. The Senior Finance Officer for Capital, situated within the Corporate Finance team, will support the Capital Accountant in producing quarterly budget monitoring reports, compiling the annual Capital Programme and supporting its year end financing. You will need to be a confident communicator, understand the key differences between revenue and capital accountancy and be prepared to work collaboratively with both finance and non-finance colleagues.


Post 3 - 0.5 x SENIOR FINANCE OFFICER (Adults and Health) LTC

The Senior Finance Officer post plays an important role in supporting the Department for Children, Adults and Health. Under the direction of the Finance Business Partner, the Senior Finance Officer supports the delivery of a range of quality and cost effective financial management and financial support services. This role primarily supports Adult Social Care area and is a fixed term post to support the Finance Team during a period of significant change. You will need to be a confident communicator, interpret and present complex data and be prepared to work collaboratively with both finance and non-finance colleagues.

Summary of Post

The finance team is responsible for providing a range of strategic advice and operational financial support services to Council departments. It provides comprehensive financial advice and fulfils the statutory obligations of the organisation ensuring compliance with accountancy standards and codes of practice. The following key activities are covered by the Management Accounting and Corporate Finance teams within the overall finance team;

o Financial advice (including strategic financial advice)
o Budget setting, management and reporting
o Preparation of final accounts
o Claims and financial returns
o S151 functions
o Treasury management, borrowing, lending and banking
o S106 monitoring and income collection
o Maintenance of financial and asset management systems
o VAT/ Taxation

Under the direction of the Finance Business Partner, the Senior Finance Officer is responsible for the day to day activity within the team to provide financial advice and information and deliver a range of quality and cost effective financial management and financial support services, to Council departments. The role has key responsibility for:

o Supporting the Finance Business Partner in the preparation of revenue and capital budgets and the preparation of budget monitoring information.
o Providing financial advice and support to budget holders, including, advice about capital resources to support the preparation of bids for funding from external bodies.
o Supervision, on a day-to-day basis, of the work of Finance Officers and oversight of the work of the Finance Assistants.

Main Duties

The Senior Finance Officer will provide a management and technical accounting service in support of a specific area of the Council. This will include:

• Review and resolve any issues relating to budgets, financial information and resources for your area of specialism so that agreed targets are met, reports are prepared and delivered, there is efficient use of Council resources, data is managed effectively and corrective action is taken when necessary and value for money is maximised.
• Manage and motivate a team of staff and oversee performance monitoring, recruitment and provide guidance ensuring team members receive performance feedback and advice, development opportunities and that a highly competent, creative and participative culture is maintained.
• Provide expert advice to customers (councillors, departments, managers) ensuring they receive clear guidance and information and also ensure that council activity is lawful.
• Produce information reports and analyse complex data for customers so that customers receive accurate, up to date reports and data that fulfil statutory requirements
• Set targets, monitor performance and review potential changes to systems to ensure services and/or projects are delivered successfully.
• In consultation with customers identify and provide training and information sessions so understanding of the area of expertise is enhanced


Selection Criteria

Essential

• Recognised CCAB qualification (preferably CIPFA), or Association of Accounting Technician qualified or will have equivalent relevant professional experience.
• Significant operational experience within a large organisation, covering the key financial processes of financial planning, budget preparation, budget monitoring and preparing final accounts.
• Experience of supervising a small team to effectively deliver a range of quality and cost effective financial management and financial support services
• Good project management skills to work and oversee projects as and when required
• Excellent written and verbal communication skills
• Experience of undertaking analysis and appropriately communicating the results to the selected audience
• Well organised with excellent time management skills
• Exemplifying the Council's values and behaviours.




Additional Information

Use of a vehicle

If the nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.
