You will act as specialist regarding the maintenance and development of the council’s secure Financial Management System (FMS) (e.g.Civica) and AIM, Pay.net. The FMS financial system is fully integrated and includes the general ledger, creditors, debtors, bank reconciliation and procurement modules and the web portal, Financials-Web.

The role is responsible for ensuring FMS systems access to over 1000 Users across all departments of the council and over 100 schools. Managing access levels, passwords and approved financial limits. The role maintains a user helpdesk, provides expert advice and ensures systems and data security and integrity.

The main duties of the role include:

Responsible for day to day management and supervision of the System support and development officers

Ensuring an efficient helpdesk facility is provided for all system users, providing technical systems advice, maintaining access levels, passwords data security and integrity.

Manage and approve financial limits. Load budgets, manage commitments and lead on critical end of year processing/reconciliation and setting up of each new financial year in each company.

Provides training to other employees in the Civica system and developing and disseminating best practice on its use. As well as maintaining the Training and User guides.

Lead officer on Civica system development, including offering advice and guidance to all projects/systems that require integration with the Council’s FMS.

Develop robust systems to support the day to day operation of service teams

Testing upgrades and acting as the specialist officer on improvement initiatives and projects

Develop the use of systems to meet the ongoing needs of the business users including online transactions, along with the development of electronic banking facilities and automated coding analysis

Work closely with corporate colleagues to ensure departmental feeder systems are compatible with corporate systems requirements.

You will attend meetings as appropriate and occasionally on behalf of the senior management team. They will lead on development and implementation of service improvement plans and improvement projects.

In conjunction with other senior officers the you will assist in the provision of a high quality service, advising on the effectiveness of the service and developing good practice through liaison with other Local Authorities, other public bodies.

You may be required to work some evenings and over weekends as required ensuring delivery of the service especially around year end and on major upgrades of systems and software.

You will be able to demonstrate a high level of skill and knowledge directly related to the role with proven experience in a similar position

You will have a relevant degree and/or professional qualification or have equivalent relevant experience.

You must be able to demonstrate well-developed interpersonal and influencing skills and be able to build relationships and communicate effectively with colleagues and customers.

You will have good numeracy, literacy, reasoning and report writing skills and be able to understand and interpret complex data sets and recommend solutions and improvements.

You must be able to work under pressure, demonstrate a flexible approach ensuring priorities are identified and required outcomes and timetables are achieved.

You will have skill sets required to monitor and or report on financial budgets

You will have a good level of general IT skills and the ability to use appropriate specialist in-house software packages
