Summary of Post

This post attracts a gross lump sum £3,000 ‘recruitment payment’ offered to enable you to join our directly employed workforce. This is payable pro-rata to hours worked, upon successful completion of your probationary period (after around 3 - 6 months).

South Gloucestershire Council continue to progress integrated working in their Locality Hubs with the protection of vulnerable children being our number one priority. Working in a multi-agency context the Senior Social worker will support the Team manager to lead and manage a small team to ensure vulnerable children and young people are identified, protected and supported to achieve positive outcomes through the provision of well planned, integrated and coordinated services. They will promote effective partnerships with those providing preventative and/or specialist services in the public, private, community and voluntary sectors as well as with children young people and their families to achieve the best possible outcomes. The Locality social work team undertakes statutory social work in the areas of Child protection, Children in Need and the initial stages of Looked after Children, as well as working within the Public Law outline and Care proceedings.


About the Role


We are seeking a highly skilled, knowledgeable and experienced Senior Social Worker. Working in a Social Care Long Term team, under the guidance of the Team Manager, the post holder will hold a small child care case-load, will lead and supervise a team of 1.5fte social work assistants, and will deputise for the Team Manager when required, with support and guidance from other Team Managers.


The Senior social worker will work in the Social Care division and will be part of a small team comprising a Team manager; Senior social worker; 2 Advanced social workers; 3 Social Workers and 1.5 Social Work Assistants. The Senior social worker will directly report to the Team Manager. The team has been designed to be small and manageable with direct line reporting to the Team manager.


The post is based within the South team at the Kingswood hub, located on the periphery of Bristol. South Gloucestershire is considered to be an excellent place to live and work. Main Duties

To supervise and/or assist in the management and motivation of a team of staff, giving guidance, advice and feedback as appropriate. To ensure good quality assessment, planning, intervention and reviewing which is essential to providing good outcomes for children, as is detailed knowledge of law and policy relating to vulnerable children.

Using specialist knowledge and expertise to provide a high level of support and supervision, providing advice and guidance to colleagues ensuring case work decisions are made in accordance with agreed procedures and professional standards.

Take a lead in a specialist area of work or service or service development.

Undertake specialist or complex casework where appropriate. To effectively manage risk where there is risk of, or actual, significant harm to children to ensure that children are kept safe and protected from abuse

Contribute to the development of services, the meeting of targets and the identification and facilitation of changes of direction ensuring that work is delivered on schedule.

Work in partnership across the sectors to deliver services, give advice and support to
internal and external service providers. This will ensure that information and good practice is shared and that communication is effective.

Within the relevant service area ensure that cases are managed within accordance with the Safeguarding procedures for vulnerable people. To ensure that agreed thresholds for intervention are maintained and statutory requirements are met.

Ensure records are kept in accordance with professional standards and prepare and
present reports on cases and issues.

Contribute to the determination of budgets and the allocation of funds. If relevant: contribute to commissioning.

Selection Criteria

Essential

Recognised and relevant professional qualification e.g. DipSW, CQSW, CSS. Registered with the Health and Care Professions Council (HCPC)

Significant post qualification experience in a Local Authority child protection children’s services setting

You will demonstrate specialist up to date knowledge of the service area of child protection, Public Law outline, Children in Need and Looked after children and be able to demonstrate knowledge of relevant legislation, regulations and codes of practice

Detailed understanding of successful strategies to improve outcomes for children, young people and families

Evidence of on-going continuous professional development and a thorough knowledge of current legislation and practice relating to children and young people’s services

Evidence of skills, knowledge and experience to be able to assess and manage risk for the most vulnerable children in the community

Experience of staff supervision

Effective communication and relationship building skills

You will have a good level of general IT skills and the ability to use, or be trained in the use of, appropriate specialist in-house software packages.

The post holder will be responsible for their own continuous professional development but will be provided with opportunities to grow and develop in the role through local and regional management and leadership initiatives.

The post holder will be required to use his/her initiative in ensuring that the Council’s Equalities Policies are implemented in relation to the work area. This will involve developing a good working knowledge of the policies and applying them personally.

The nature of the post will require some out of office hours work to be undertaken for which time-off-in-lieu may be given.

It is a condition of employment that the post holder will maintain HCPC Registration.


Salary: £35,934 - £38,813 plus recruitment payment of £3,000 for those new to the council following probationary period
