Strategic Housing Enabling Manager

Summary of Post

You will provide strategic and professional leadership to the Council to develop and deliver a housing strategy to meet housing need across all tenures, with a particular focus on Affordable Housing, but also with an emerging remit for overall Housing Delivery of all tenures. The role will include identifying the Affordable Housing needs of our residents and enabling delivery to meet the need via planning policy, public funding, accelerating delivery generally and other innovative solutions.

You will be an inspirational manager leading a high performing and growing team of officers working to deliver Affordable Housing, Self-build, and ExtraCare provision in partnership with Council colleagues, Councillors, and external stakeholders, principally housing associations. You will take on a newly-approved role to accelerate housing delivery generally and take forward place-shaping opportunities, in partnership with council colleagues.

Working with the Executive Member for Housing Delivery, the head of service, and stakeholders, you will have responsibility for setting the vision, preparing, and monitoring delivery of the Council’s Housing Strategy, and for proposing and influencing the development and implementation of planning policies to secure the Council’s housing ambitions.

Continued strong partnership working with our neighbouring authorities, the newly formed West of England Combined Authority, our delivery partners and funders such as Homes England as well as our local communities will be critical to success in this role, to secure the regional and national support and funding necessary to take on the housing challenges we face.

The successful candidate will be an excellent communicator and negotiator, with experience of housing development, preferably including with a local authority or registered housing provider.

This post is full time and a limited term contract for 22 months.

Main Duties

To lead and manage the Strategic Housing Enabling team and the related budgets to ensure a professional and customer focused service is provided to the residents of South Gloucestershire and other stakeholders.

To engage with local communities to incorporate their views and understanding into the delivery and vision of the Housing Strategy and the strategic development plan.

Using professional technical expertise and experience contribute to the development, delivery and monitoring of the Council’s strategic housing objectives, and targets, with specific responsibility for the development of the Housing Strategy, Enabling Strategy and affordable housing planning policy, development and monitoring of a Housing Strategy Action Plan, management and monitoring of the affordable housing programme, Self-build and ExtraCare programmes and activity to accelerate housing delivery.

To maximise all funding opportunities –particularly government funded programmes, e.g. Homes England Affordable Homes Programme and other related opportunities such as Accelerated Construction, Housing Infrastructure Fund, Build to Rent, Care and Support Specialised Housing Fund, Homelessness Change, Platform for Life etc.

To appraise and negotiate all planning applications above the policy threshold where affordable housing is required; including major or contentious applications to optimise the delivery of the council’s strategic housing objectives, as part of the whole, resolving matters of principle or detail and achieving appropriate planning gain in the interests of the community.

To prepare and/or commission, and present evidence on behalf of the Council at major appeals or Public Inquiries.

Contribute to cross-service multi-disciplinary project teams, leading them when required e.g. Strategic Housing Management Team, West of England Housing Group, and representing the Council on others e.g. West of England Heads of Housing Group.

Working closely with the Council’s senior and corporate management teams, develop, and maintain effective working relationships with key partners and political and external bodies and local enterprise partnerships, e.g. West of England Combined Authority; MHCLG, Homes England, other WoE UAs, Bromford Housing Association (formerly Merlin) and other key Registered Provider partners; and significant landowner and developer partners.

To support the Council’s Member Representatives on a range of local, regional and partnerships as required.

To engage with local communities to incorporate their views and understanding into the delivery and vision of the Housing Strategy and strategic development plan.

Selection Criteria

Essential

Degree or equivalent academic qualification in a relevant discipline, such as strategic housing, spatial planning, etc.

Substantial post qualification experience of working to plan and deliver activity in relevant services in order to meet statutory requirements within the service areas.

Experience of leading and managing staff

Comprehensive knowledge of the relevant legislation and regulatory framework for the provision of the service.

Extensive experience of negotiation, of organising/delivering effective consultation and participation with representatives of other public and private organisations and businesses, consultants and agents, a wide range of community groups and members of the public.

Management experience of multi-agency and multi-disciplinary partnerships, and political awareness

Exemplifying the Council's values and behaviours.

Desirable

Professional qualification in a relevant discipline, such as strategic housing, planning etc. or management qualification e.g. Chartered Institute of Housing or other relevant professional body membership.

Use of a vehicle

The nature of the duties require you to travel on Council business on a regular basis, so you must either have a current driving licence and provide a car, or have access to appropriate means of travel.

If you use your vehicle on authorised Council business, you will receive a mileage payment based on the Inland Revenue Authorised Mileage Allowance Payment Scheme (AMAPS). The allowance is provided on the condition that your own insurance covers you for business use and indemnifies the Council against claim (including those concerning passengers) arising out of the use of the vehicle on official business. You will also be eligible for a car loan if you meet the criteria within the Council’s Car Loan Scheme.

Salary: £48,592 to £53,410

Hours: 37 hours
