Street Cleansing Operative Mobile

As part of a vital front line team you will be carrying out street cleansing duties including hand sweeping, clearing detritus, litter picking, litter bin emptying, dog waste bin emptying, clearing autumn leaf fall, collections of fly tips, removing bulky waste from households and cleaning public conveniences throughout the South Gloucestershire meeting the required standards of service, using the appropriate tools, plant, equipment and vehicles.

Main Duties

Working to a route carry out litter picking, sweep and emptying various types of waste bins including onward transport and dispose of all waste arising from your work in accordance with agreed standards and timescales

Working within strict guidelines to comply with all appropriate legislation and instructions relating to waste disposal in force at that time.

To remove and dispose of all other waste and other items including snow and ice as directed by the supervising officer.

Using specialist pedestrian mechanical sweepers to provide routine deep cleansing to priority areas.

To undertake the collection of illegally tipped waste on highways and open spaces and to collect other items as required, making decisions on the best methods of collection and disposal.

To assist in the removal of graffiti and fly posters.

To assist in undertaking of the application of pesticides and the clearance of detritus in highway environments and carry out other associated duties to control weed growth and detritus in designated areas.

Depending on duties, weekend work may be involved, for which the appropriate enhancement will be paid.



Special Notes or Conditions

Working Environment

• Working outside all day in all weathers.

• Working on grass verges, footpaths, cycleway, roadways, commercial buildings, council offices, council facilities and all other outdoor environments as maintained by the council.

• Working in public environments near to traffic, pedestrians and other highway users.

• Working in unpleasant environments such as public conveniences.

• Picking up potentially unpleasant and/or hazardous waste including dead animals and animal excrement.

• Contact with petrol, diesel oils, lubricating oils, herbicides and pesticides, vehicle fumes, and other substances that might reasonable be found in the waste sector.

Physical Effort and/or Strain

• Extensive walking so physical fitness is essential.

• The job will involve standing, bending and twisting.

• Lifting of bulky heavy items for special collection and collection of fly tips

• Frequent repetitive manual handling tasks such as litter bin empting.

Selection Criteria

Technical Competencies

Essential

• You will require a full driving licence to at least category B for manual transmission vehicles you will need to be competent to drive vehicles up to maximum 3500kg MAM.

• You will need to be physically fit and able to work outdoors in inclement weather through the year.

• You will need to be self-motivated and able to work to prescribed timescales.

• You will be able to demonstrate a basic understanding of the requirements of the Health and Safety at Work Act 1974 and be able to comply with any departmental safety standards.

• You will be able to read and follow written works instructions, read maps and complete paper records.

Desirable

• NVQ 2 or relevant experience in a similar cyclical cleansing/waste environment.

• Certified to PA1 & 6 in the use of pesticides & herbicides.

• Show a basic understanding of IT and its use in a mobile environment.

• Hold a Category C1 or C1 +E driving licence with experience of towing trailers up to the maximum permitted by any licence restriction.

Behavioural Competencies
Essential

Ability to deal with both members of the public and colleagues in a courteous and helpful manner.

Ability to work on own with little supervision and to use own initiative.

Be able to demonstrate a flexible approach to work.
