Summary of Post


We are looking for highly motivated and experienced Team Manager with a strong track record of delivering effective social care and/or early help assessment services in a multi-agency environment.

Access and Response, is the Front Door for all of Integrated Childrens Services in South Gloucestershire. There is now an exciting opportunity to join and be an integral part of the development of this service We have recognised the need to strengthen and increase our management capacity within the service, and put the Team manager role at the heart of operational decision-making across Integrated Childrens services.

You will be part of the management and leadership team within Integrated Childrens Services.

The Access and Response Teams service area consists of four teams, Access, who triage all contact into Integrated Childrens Service and make an initial threshold decision. Early Help Partnership Support, who assist our multi agency partners to support children and families at the earliest possible opportunity and two Response teams who undertake social work assessments of need and child protection enquiries.

This is a great opportunity to join a dynamic team. We are seeking a versatile, enthusiastic and experienced Team Manager with a knowledge of signs of safety (would be advantageous).

A snapshot of each team is listed below.


Access Team - Office Based

- Triaging referrals coming into the team
- Applying threshold for Universal Service, Early Help, Social Care
- Dealing with professionals, parents on a daily basis by telephone
- Analysing risk from the presenting information and follow up calls

Early Help Partnership Support

- Supporting multi agency partners with advice and support
- Facilitating training and support for our early help partners
- Signposting families to the right sup[port at the right time.



Response

- Assessing Child in Need single assessment
- Identifying risks and participating in strategy discussion
- Using signs of safety for all work in assessment/report writing and direct work with children
- Chairing strategy discussions
- Completing S47 enquiries
- Writing Child Protection Conference reports
- Undertaking the necessary legal planning, including Legal Planning Meetings, and Public Law Outline
- Attending court to gain EPO or ICO – write care plans
- Step down Child in Need
- Child protection procedures
- Achieving best evidence interviews
- Covering duty


Main Duties

Lead, develop, co-ordinate and support service planning, and the production of plans for service areas, including associated finance plans and integration with wider Council plans.

Take responsibility for the management of cases within the relevant service area in accordance with the Safeguarding procedures for vulnerable people

Make a significant contribution to budget management and /or manage a significant budget. Monitor spending and ensure that accurate budgeting, reporting and any necessary corrective action is carried out.

Work with and influence partner organisations to maximise the effective provision and/or development of joint care services.

Manage and monitor quality and performance to ensure the effectiveness of service provision and the meeting of key performance measures. Ensure processes and procedures are produced, maintained and reviewed for specialist work across service
areas.

Identify and contribute to training and development strategies, and deliver professional supervision and expert advice to team members. Enhance the skills and performance of team members, to ensure the quality of service provision.

Work in partnership to promote and co-ordinate initiatives and ensure that communication is effective and that information and good practice is shared and is in line with government policies and guidelines.

Co-ordinate and prepare reports on complex issues ensuring that they meet Council timescales and guidelines and that there is a clear summary of issues, progress and implications.

Represent the Council’s interests when required ensuring that the Council’s position is advocated and relevant specialist input is provided.


Selection Criteria

Essential

Recognised and relevant professional qualification e.g. DipSW, CQSW, CSS. Registered with the Health and Care Professions Council

You will hold a relevant management qualification with substantial management experience

Ability to lead teams to achieve optimum performance in delivering excellent social care services for children

Substantial relevant post qualification experience in a relevant setting, such as Corporate Parenting or Social Care that must include experience of management of staff, and supervision of other professionals

You will demonstrate specialist up to date knowledge of the service area and relevant legislation, regulations and codes of practice including equalities and research and trends in social care policy

Evidence of on-going continuous professional development and a thorough knowledge of current legislation and practice relating to children and young people’s services

Evidence of management training or relevant management qualification, as well as previous experience of managing complex projects, services and budgets

Well-developed interpersonal skills - able to communicate, influence and negotiate with colleagues and partners

You will have a good level of general IT skills and the ability to use, or be trained in the use of, appropriate specialist in-house software packages

Please note that it is a requirement of employment that an enhanced Disclosure and Barring Service (DBS) check is obtained for this post. This means that you must declare any criminal convictions, cautions, reprimands or final warnings unless these are ‘protected’ as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) order 1975 (as amended in 2013).

You will be required to maintain HCPC registration.
